The USSF Enterprise Talent Management Office (ETMO) seeks a savvy enterprise planner and thinker with deep expertise in Air Force Reserve and Guard human resource programs and policies. This position resides in Future Operations Branch of ETMO, providing the subject matter expertise for new policy implementation and program execution as directed by HQSF Chief Human Capital Officer.
This position serves as the Space Force Personnel Manpower Program Manager. The ideal candidate will have served in National Guard Bureau or Air Force Reserve Command A1 staff positions AND have relevant experience executing personnel programs at installation level. That person must have a passion for informing policies and designing processes that will expand service options for Guardians, understanding the unique implications of full and part-time service. This will require consultation with multiple stakeholders across the DAF enterprise, program management within ETMO, and ongoing communication to the field. Ideal Candidate:
Candidate will have human resources experience within the Department of the Air Force, preferably with Air Force Reserve and/or Air National Guard, above the installation level.
Key Skills:
1. Expert Knowledge of federal laws, executive orders, regulations, policies, directives, principles and practices to administer Space Force talent management.
2. Expert-level Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques. Have a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems.
3. Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on Human Resources programs to meet goals and objectives within available resources.
4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across the Space Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.
5. Skill in justifying, defending, and recommending decisions on an end-to-end program within a matrix organization.
6. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.Requirements
