- **Develops and implements the pre-award systems for grant application, submission, and tracking proposals and award activity.
- **Leads development and/or implementation of policies related to Federal, State, University regulation/policies related to research.
- **Fosters an environment conducive to faculty engagement in externally sponsored research, service, creative, innovative, and strategic activities by providing effective support for and management of campus-wide proposals.
- **Fosters collaborative relationships among a wide and diverse range of constituencies through grants/subcontracts.
- **Serves as the University liaison for research focus on creating strategic funding opportunities, establishing partnerships, or supporting research initiatives.
- **Provides leadership in discussions and communicates research matters to internal and external stakeholders. Work requires extensive knowledge and understanding of extramural funding for research and training, research compliance, resources/facilities, and related development issues.
- **Drafts background reports and responses to inquiries from the Board of Regents, President's Office, Chancellor’s Office, and external agencies and organizations, as needed, for decision-making on current/new program directions and research issues.
- **Prepares administrative and technical reports as necessary.
- **Assesses research program needs and priorities and recommends plans to the UH Hilo administration.
- **Writes, reviews, and develops contracts and service agreements.
- **Provides strategic oversight for campus-wide student research initiatives for undergraduate and graduate students at the UH Hilo in collaboration with academic units.
- **Creates and leads training opportunities for UH Hilo faculty and affiliates on the grant application and award process.
- **Provides guidance and support to faculty seeking extramural research support.
- **Oversees and facilitates faculty use of laboratory sites in tandem with grant research projects and requirements.
- **Catalyzes new cross-disciplinary research initiatives and research team building via promoting and providing guidance for intra- and extramural interdisciplinary collaborations among faculty at campus, state, national, and international institutions.
- **Manages and facilitates development and execution of UH system and internal competitions for limited submission opportunities.
- **Convenes the campus-wide Research Council
- **Supervises the project development staff and activities of the UH Hilo Research Administration/Project Development (RAPD) office.
- **Assists the VCAA in the development, coordination, and implementation of new UH Hilo undergraduate and graduate research programs.
- **Participates in carrying out projects and special assignments. Advises the VCAA in the preparation for meetings with and presentations to University constituents, Regents, faculty, staff, and representatives from external agencies.
- **Develops documents and materials including summaries and agendas as appropriate on behalf of the VCAA.
- **Provides information about research projects to responsible University public and media relations units, as needed.
- **Serves as designated representative of the OVCAA in various University committees and as University liaison to external public and private funding agencies and the general public, as needed.
- **Coordinates space allocation and oversight for research project sites in collaboration with the Chancellor and Vice Chancellors.
- **Oversees confidential and sensitive investigations and inquiries pertaining to research. Serves as fact finder on investigation as necessary.

- Possession of a baccalaureate degree in any discipline and 7 year(s) of progressively responsible professional experience with responsibilities for extramural funding management and research administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging information technology concepts, principles and methodologies in the area of extramural funding management and research administration.
- Comprehensive knowledge and understanding of a wide range of interactive and integrated technology, systems, hardware and software associated with extramural funding management and research administration.
- Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.
- Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Current Research Compliance training (eg: research admin or similar national cert).
- Working knowledge of the IRB and IACUC or similar compliance processes.
- Knowledge of the University of Hawaii and the Research Corporation policies and procedures applicable to the areas of research administration.
- Experience in using UH database software applications such as MyGrant, KFS.
- Experience in using grant reporting databases and systems such as grants.gov, G5.
- Experience working with academic faculty and staff in a higher education institution.
- Experience working in higher education.
- Experience working with community partners at the County, State, National and International level.
