      GENERAL SUMMARY/ OVERVIEW STATEMENT:

      The Brigham and Women’s Hospital Department of Medicine (DOM) is a Harvard Medical School (HMS)-affiliated academic department comprised of 22 divisions, >1,500 faculty, $160 million in annual professional net clinical revenue, >350 residents and fellows, and more than $450 million in annual research expenditures. The DOM is the largest academic department at BWH and among the largest in the country.

      Under the direction of the Senior Director, Academic Affairs (“Senior Director”), the Director of Education Administration (“Director”), and the Assistant Director of Residency Operations (“Assistant Director”), the Program Manager of Education Finance (“Program Manager”) oversees the financial transactions, contractual arrangements, and budget of the Internal Medicine (IM) and BWH-Boston Children’s Hospital (BCH) Medicine-Pediatrics (Med-Peds) residency programs, and accredited subspeciality fellowship programs within the DOM.

      Within the DOM, the Program Manager collaborates most frequently with Division Administrators, the Directors of Finance and Analysis and Planning, the Senior Director of Business Operations, and the Program Directors of the IM and Med-Peds residency programs. Outside of DOM, the Program Manager collaborates with the offices of Mass General Brigham (MGB) Graduate Medical Education (GME), Brigham Education Institute (BEI), BWH and MGB Finance, and the BWH and MGB Offices of General Counsel (OGC).

      PRINCIPAL DUTIES AND RESPONSIBILITIES:

      The Program Manager’s primary responsibilities include the following:

      Budgetary Planning and Transactions

      • Under the direction of the Senior Director, is responsible for fiscal management of DOM central education programs, and provides financial guidance to DOM subspecialty fellowship programs.
      • Responsible for monthly variance reporting in all education cost centers.
      • Facilitates effective cost containment practices through proactive management of capacity (physical and human resource), supplies, service contracts, and professional services agreements.
      • Provides financial modeling, including break-even program analysis and the ongoing evaluation of existing programs; develops and maintains operational and financial reporting tools for monitoring activities.
      • Prepares analysis and forecasting for introduction of new programs/services.
      • Understands and meets all financial reporting requirements in the prescribed format, per the direction of DOM and BWH Finance offices.
      • Establishes and maintains a financial management system to allow accurate and detailed reporting of financial status and staffing distribution of all operating accounts.
      • Coordinates and supports processing of all DOM HMS-related payments through the Department to the individual divisions.
      • Oversees vendor relationships for all areas of responsibility.
      • Prepares annual departmental budgets in the prescribed format for all areas of responsibility. Presents and justifies budget requests to departmental leadership.
      • Responsible for maintaining solvency of all DOM education cost center funds, including philanthropic sundry accounts. Examines, analyzes, and interprets financial reports for the purpose of giving advice, preparing statements and projections, and ultimately managing resources. Makes recommendations for cost savings based on a thorough understanding of the areas of responsibility.
      • Supervises the activities of staff responsible for processing all expenditures and conducting financial analyses.
      • Responsible for the financial and operational administration of residency program grants.
      • Responsible for all human resources transactions within the Education Administration team and Internal Medicine Residency Program.
      • Oversees all trainee and faculty special payments related to attending and trainee shift coverage, including the Integrated Teaching Unit (ITU).
      • Responsible for review and approval of all financial transactions with internal and external vendors within Education Administration, including advanced authorizations for education-related events and actitivities.

      Contractual Management

      · Serves as the financial and contractual liaison between IM and Med-Peds residency programs and affiliate institutions or programs rotating through DOM training programs, including the U.S. Veterans Affairs Department (VA).

      · In coordination with the GME Office and DOM Contracts team, prepares Program Letters of Agreement, with participating institutions and training sites. Ensures agreements are revised as needed.

      · Provides counsel to DOM fellowship programs as it pertains to contractual needs with fellow rotations with affiliates, including the VA.

      · In partnership with DOM Finance, oversees financial aspects of affiliate contracts with all DOM training programs.

      Education Program Management

      · Facilitates data gathering, monitoring, and reporting for all internal and external Annual Reports and evaluation of trends for quality improvement.

      · Oversees analytics and reporting related to annual ACGME or other internal surveys.

      · Works with Director and Program Directors to update annual surveys for graduates and past graduates annually.

      · Partners with the Director and Assistant Director to facilitate the Department’s full use of New Innovations for all residents, fellows, and faculty.

      · Monitoring, tracking and collection of data pertaining to of residency awards.

      Leadership

      · Ensures collaborative relationships among faculty and staff within the DOM, and with the hospital, and across Mass General Brigham (MGB).

      · Develops effective, clear, and precise methods of communicating with departmental leaders, faculty, and staff on a regular basis.

      · Continuously assesses and improves the efficiency of systems and processes within the Program Manager’s purview.

      • Recruits, retains, develops, and provides managerial and administrative oversight of direct reports within the operational areas of responsibility.
      • In conjunction with the Director and Assistant Director, trains DOM Education Administration and division-based education administration staff relative to education finance and contracts.
      • Creates a working environment that supports the ongoing professional growth and development of all staff, high morale, and optimal job satisfaction.
      • Facilitates resolution of conflicts and issues that emerge between key educational and administrative stakeholder groups.
      • Provides leadership in the implementation of regular staff meetings, in-service training, and continuing education activities for all areas of responsibility.
      • As it pertains to finance and contracts, develops, implements, and monitors compliance with policies and procedures mandated by institutional and regulatory entities (e.g. The Joint Commission, Department of Public Health).
      • Partners with Human Resources to ensure employment relationships, personnel compensation, and benefits are implemented in a manner consistent with hospital policies and procedures.

      Other

      • Develops letters, presentations, announcements, and other written communications as appropriate; all documents must be of the highest caliber of refinement and professionalism.
      • Leads or participates in relevant special projects and serves on departmental and hospital committees, as requested by the Assistant Director, Director, and Senior Director.
      • Consistently meets all deadlines for deliverables or activities as established by Departmental leadership and hospital policies and standards.
      • Performs other duties as assigned and/or required.

      · Bachelor’s degree required.

      · Minimum of 5 years relevant experience in healthcare or business environment with extensive project management, financial management, business development, or legal contract expertise.

      · Intermediate to advanced proficiency in Microsoft Excel, PowerPoint, and Word is required
