      About the Program

      The Australia PNG Economic Partnership (APEP) known as “The Partnership” is a new multi-sectoral investment to assist GoPNG to create a stable and more prosperous country. The investment will be the main vehicle and coordination point from which Australia will deliver its economic development aid to PNG and will be the primary vehicle to implement Comprehensive Strategic and Economic Partnership (CSEP). The Australian Government is committed to delivering The Partnership in accordance with the principles of integration and alignment with PNG’s economic sector policies, systems and processes.

      “The Partnership” will contribute to the achievement of the following overarching goal: a resilient and diversified economy that provides a high quality of life for all Papua New Guineans.

      The Partnership overarching policy objective is: to assist PNG in its efforts to achieve sustained growth, capable of lifting the standard of living of all citizens, while also ensuring Australia maintains its reputation as PNG’s economic partner of choice.

      The Partnership is a multi-sector investment with gender equality, disability social inclusion (GEDSI) and women’s economic empowerment (WEE), climate as well as economic dialogue and open government, positioned as cross-cutting objectives working across all engagement areas.

      It has five End of Program Outcomes (EOPOs) that are expected to be achieved:

      • EOPO 1 - Safeguarding Macroeconomic Stability
      • EOPO 2 - Strengthening Public Financial Management for Improved Service Delivery and Inclusive Growth
      • EOPO 3 - Supporting More Efficient and Inclusive Markets
      • EOPO 4 - Fostering Inclusive Growth and Expanded Livelihoods
      • EOPO 5 - Catalysing Economic Research and Dialogue

      About the Opportunity

      The Program Manager will be part of the EIM pillar within the APEP Program. This portfolio contains a diverse range of programs and activities across the GoPNG and other stakeholders with strong links to the other work areas, such as digital economy development, small business development, and financial institution development and support.

      The Program Manager will play an important supporting role to the Unit Manager and Team Leader to ensure the effective and efficient management of programs throughout the full program management cycle across the Partnership. This includes the program delivery of managing and coordinating advisers and contractors, in addition to preparing documents like reports, briefings, meeting minutes, etc. The Program Manager will therefore play an important supporting role to ensure the effective and efficient management of programs across Pillar 3.

      Additionally, there may be opportunities to work across various programs across APEP, as required by the Director.

      Key responsibilities

      Job specific activities

      • Supporting program monitoring, reviews, and evaluations that measure the achievement of end-of-investment outcomes.
      • Project managing engagements with external stakeholders in harmony with the Partnership’s standard operating procedures.
      • Liaising with internal programs to ensure desired outcomes are achieved efficiently.
      • Supporting program design and implementation activities that lead towards the achievement of end-of-investment outcomes.
      • Supporting the development of project budgets and costings, contributing to expenditure monitoring and tracking.
      • Timely tracking of advisers/contractors, deliverables, milestones, risks and program progress – as instructed by the Team Leader.
      • Building and maintaining open, productive and outcome orientated relationships with key internal and external stakeholders, including DFAT and GoPNG

      Program management and monitoring

      • Provide a high standard of written work including policy and program briefs, concept notes on potential new projects, weekly program updates, meeting agendas and minutes, and program reporting.
      • Lead the tracking and monitoring of program personnel, advisers, and contractors to ensure progress against agreed deliverables, policies and procedures and budgets – as instructed by the Team Leader.
      • Manage program implementation duties including but not limited to recruitment, contracting, procurement, budget and contract management, logistics, management of invoices, payments and timesheets – as directed by the Team Leader
      • Contribute to the program and activity reporting at the facility and Partnership level including contributing to six-monthly outcomes reports and other monitoring reports – As directed by the Team Leader
      • Contribute to the project-level monitoring and evaluation (M&E), including data tabulation and management and the Partnership’s M&E system on Smartsheets – As directed by the Team Leader.
      • Lead selected stakeholder engagements associated to program delivery work internally and externally as directed by the Team Leader
      • Integrate and promote principles of gender equity and social inclusion in all aspects of this role including in program design, implementation, and evaluation.
      • Proactively identify, report, and manage corporate risk and fraud issues are following corporate and DFAT policies and procedures.

      Coordination and representation

      • Represent the APEP at internal and external meetings and events and coordinate and organise internal and external meetings, events and seminars with program partners and key stakeholders.
      • Lead relevant stakeholder engagement and relationships with program partners and PNG Government counterparts with the potential for internal presentations.
      • Support program technical and strategy discussions.
      • Assist in the management of relationships with the client and other key stakeholders

      Budget management

      • Manage, assess and coordinate the payment of invoices and the sourcing of quotes that align with the facility’s financial procurement standards and processes.

      Other

      • Participate in communities of practice, as relevant.
      • Explore and recommend avenues for integrating cross-cutting priorities such as the empowerment of women and girls, child protection, social inclusion, and values-based leadership.
      • Any other reasonable duties as directed.

      Key deliverables

      • Accurate written and financial reporting provided by deadlines
      • Effective management of program implementation duties
      • Establishment and ongoing monitoring of management of project activities/tracking mechanisms.
      • Quality support proved to design and implementation of activities and monitoring
      • Responsive support to Team Leader and internal APEP program staff.

      About You

      For applications to be considered, a response to the key selection criteria below must be provided .

      • Tertiary qualifications in policy, finance, economics, business, development, or another relevant field (desirable)
      • At least 5 years or more work experience in Papua New Guinea in a related field
      • Demonstrated experience in program management and reporting, including budget management, preferably for a development or donor-funded program.
      • Knowledge and understanding of gender issues and GEDSI principles, and their application in PNG.
      • Monitoring and evaluation, and capacity building skills.
      • Demonstrated experience in coordinating multiple activities at once.
      • Strong relationship building and representational skills, with experience in liaising at different levels with a range of organisations.
      • Experience working in a cross-cultural environment.
      • Excellent communication skills, both verbal and written (in English).
      • High level computing skills in word processing and use of spreadsheets.
      • Willingness to travel nationally
