      About the Team

      The program manager oversees 2 to 3 teams including the foster care supervisor, foster care workers and case aides. Some of the daily responsibilities involve provide oversight of compliance and program development for comprehensive case management services for children and parents involved in the foster care system. The program manager responsibilities include program planning, goal setting, quality assurance, supervision of staff, developing and maintaining positive relationships with community partners and consumers, team meeting facilitation, and development of staff.

      This position has a pay rate of $57,201.00 annually. Benefits effective within 30 days of hire!

      Job Summary

      Provides primary administration of assigned programs; advises and assists the Director in supervision, personnel management, and program development within the overall program and objectives of the organization.

      Duties and Responsibilities

    • Participate in program planning, goal setting, outcomes evaluation and measurement, and continuous quality improvement initiatives with the Director.
    • Provide leadership to staff, including supervisors. Manage the operations of assigned program, ensuring adherence to all applicable regulatory and quality assurance standards and state, contract, and organization policy and procedures. Partner with Human Resources in staff attraction and retention efforts, including hiring, onboarding, coaching and counseling and performance management. Ensure delegation of responsibility and accountability.
    • Review and approve staff work schedules, use of personal leave time, and business in accordance with policies.
    • Ensure an accurate and daily updated list of all cases currently being served by program within the assigned Foster Care office. Audit case records at least quarterly to ensure completeness and compliance with prescribed service and licensing standards.
    • Consult with casework and supervisory staff to assist in making replacement decisions.
    • Develop and maintain thorough knowledge and understanding of community resources; network with community agencies.
    • Develop and maintain effective working relationships with administrators and comparable personnel at other agencies; represent the organization in interagency context and serve on committees as assigned.
    • Assist in the maintenance of information and data management systems by providing information and statistical reports as required.
    • Participate in the development, implementation and monitoring of the department’s annual operating budget within organization fiscal guidelines; ensure adherence to Corporate Financial Policies and procedures.

      Qualifications

      Education, Training, and Licensure/Certification

      • Master's Degree in a Human Services related field with one year supervisory experience and three years’ experience as a social services worker; Or
      • Bachelor’s degree in a Human Services related field with two years supervisory experience and four years’ experience as a social service worker.
      • State of Michigan licensure preferred.

      • Demonstrated effective leadership and cooperation; ability to work effectively in team relationships.
      • Knowledge of advanced social service administration/management, and ability to apply advanced social work techniques with a variety of populations.
      • Demonstrated skills in providing direct care child welfare services. Knowledge of, and ability to utilize group dynamics and processes.
      • Ability to speak, read and write fluent English.
      • Excellent oral and written communication skills with ability to communicate professionally and effectively. Ability to prepare business letters, reports and summaries using prescribed format and conforming to rules of punctuation, grammar, diction and style.
      • Ability to set goals and objectives and provide program planning and development activities.
      • Ability to advocate for staff and program needs within the organization and inter-organization systems.
      • Ability to perform administrative functions, and work within complex organization and social service systems.
      • Advanced ability to understand and apply financial information and effect corrective action.
      • Ability to effectively utilize computer software including word processing and spreadsheet programs.
      • Ability to apply practical and logical thinking to define situations and solve problems involving several variables.
      • Ability to maintain a helping role and intervenes appropriately to meet service goals.

      Additional Work Requirements

      • Participate, as required, in a system of 24 hour availability to persons served. Flexible work schedule that may include extended hours.
      • Unrestricted valid driver’s license with good driving record. Reliable personal transportation suitable for safely transporting persons served; proof of current automobile insurance.
