      This position works in the Colorado Transportation Investment Office (CTIO)- (also known as the High-Performance Transportation Enterprise, HPTE). The Office is responsible for seeking out innovative opportunities for the purpose of completing transportation infrastructure projects. Pursuant to Statute, the Enterprise is to be broadly construed to allow sufficient flexibility, consistent with the State Constitution, to aggressively pursue any available means of financing that will allow the efficient completion of transportation infrastructure projects. The Enterprise is governed by the CTIO Board of Directors and derives powers and duties as found in C.R.S. 43-4-806.

      About the Position:
      The Major Projects Manager provides management, leadership and subject matter expertise to internal Department staff and external concessionaires, their subcontractors, and to CTIO’s consultants during the Express Lanes project lifecycle including the design, construction and operations and maintenance phases. On projects that have CTIO innovative financing, this role will support business processes, metrics, and controls to support the success of CTIO’s major contracts and financing agreements. For example, the position will be required to assist on FHWA Project Management Plans, annual FHWA Finance Plans updates and supplements, and project rating surveillance as well as other project plans..

      This position will oversee the full lifecycle of Express Lane projects from development, construction and operations periods for all CTIO’s Express Lanes corridors (e.g. I-25 North US36 to Fort Collins, I-25 South Monument to Castle Rock, I-70 Mountain Express Lanes, I-70 Central, C-470 the I-70 Floyd Hill Project.


      The Major Projects Manager will also coordinate closely through the construction and operations periods of all Public Private Partnership Projects (P3s). This includes working with the US 36 Concessionaire, Plenary Roads Denver (PRD), the Central 70 Concessionaire, Kiewit Meridiam Partners (KMP), CTIO’s oversight consultants, and CDOT staff to ensure the Concessionaires are abiding by the service requirements set forth in the Concession Agreements. The Major Projects Manager develops and submits work plans and budgets for Concession Oversight and Ratings Surveillance. This position evaluates, approves or denies construction and operation-related change orders in conjunction with CTIO and project staff to ensure compliance with relevant financing agreements; develops, supervises implements concession agreement monitoring management plans and develops financing plans for projects that have CTIO financing.

      The Major Projects Manager serves as Staff Authority on construction projects that have CTIO funding or financing. The Major Projects Manager serves as CTIO’s technical expert and liaison to the CDOT regions and private partners on major projects during construction and operations providing technical expertise on construction project delivery and utilizing their understanding of unique and innovative types of CTIO financing agreements to determine and recommend construction and project delivery strategies, processes and solutions.

      This position utilizes their knowledge of engineering, construction, operations or maintenance issues, to lead collaborative processes towards successful solutions.

      Major duties:
      • Provides management and leadership to CDOT Staff and the Concessionaires on US 36 and Central 70 (and other corridors, if applicable), its subcontractors and to CTIO’s consultants to achieve necessary business processes, metrics, and controls to support the success of CTIO’s major contracts during the construction phase.
      • Provides day to day oversight of CTIO’s financing and construction contractual requirements on operational tolled Express Lanes projects.
      • Develops and submits work plans and budgets in areas of responsibility, e.g., Concession Oversight.
      • Manages relationships with major third-party design, construction, operations, and maintenance providers, and with CDOT Region design, construction, and operations and maintenance staff.
      • Develops and supervises implementation of concession agreement monitoring management plans.
      • Responsible for determining if a noncompliance event has occurred under the concession / project agreements and recommending and implementing plans, processes, procedures and actions to ensure compliance.
      • Serves as the point of contact for CTIO’s operational concession / project agreements during both the construction and operation phases of the project; reviews, evaluates, and approves or denies construction and operation related change orders, in conjunction with CTIO and project staff, to ensure compliance with relevant financing agreements.
      • Contributes to, reviews and approves the required maintenance, operations, and safety plans required under CTIO’s Concession / Project Agreements. This effort requires extensive collaboration with the CTIO tolling operations team, CDOT region staff and maintenance employees assigned to CTIO’s Express Lanes.
      • Oversees CTIO’s Concession Oversight consultants and/or CDOT Oversight staff.
      • Assists in the review, drafting and monitoring of all relevant Intra-Agency Agreements (IAAs) between CTIO and CDOT.
      • Develops comprehensive project maintenance oversight plans for projects maintained by CDOT and by concessionaires based on existing concession / project agreements.
      • Coordinates with municipalities and property owners on US 36 and Central 70 regarding maintenance contract requirements.
      • Serves as CTIO’s technical expert and liaison to the CDOT regions and private partners on major projects during construction and operations.
      • Assists with the procurement of Express Lanes projects including, but not limited to, project delivery method selection, design engineering, and construction risk allocation.
      • At the request of CDOT Region staff, provides expertise regarding projects where innovative financing is involved and how that would affect the delivery of that project.
      • Makes strategic technical recommendations to the CTIO Director and Board on project issues for resolution, program modifications, and priorities.
      • Champions and facilitates development and implementation of creative solutions to major project contracts or technical challenges faced by the CTIO.
      • Develops long-term strategic plans and recommends CTIO policies for future major projects. For example, this position may have the opportunity to translate broad Public Private Partnerships guidelines into specific guidance, processes and procedures that can be implemented into future projects during the construction, project delivery phase.
      • Identifies best practices and improves systems regarding Concession oversight, project management, dispute resolution, tolling equipment installation, and other CTIO related major project with an eye toward future needs.
      • Represents the CTIO at local, regional, and national functions and meetings as official liaison with expertise in design, engineering, operations and maintenance, and major contract administration practices.
      • Provides regular Express Lane project updates and reports, presentations, and recommendations to Senior Management, and the CTIO Board as appropriate.
      • Participates in statewide decision making for CTIO construction and project delivery related issues through appointment to committees, task forces or teams which set policy, procedure, or direction for the organization.
      • Provides subject matter expertise and review of unsolicited proposals that are received through CTIO’s Unsolicited Proposal Policy (USP).
      • Other duties as assigned.
      Work Environment:
      • Daytime hours Monday – Friday
      • Daytime travel during business hours to provide technical support, to project sites, meetings and trainings.
      • Occasional overnight stays and travel outside of Colorado
      • Required to operate CDOT vehicles

      Minimum Qualifications:
      • Graduation from an accredited college or university with a Bachelor's degree in civil engineering, construction management, business administration, transportation planning, management science or a closely related field with coursework related to the major responsibilities of the position.
      • AND at least five years of professional work experience in an engineering or construction environment, where the primary purpose was conducting program or project management activities (see definition below).
      Program or project management includes most of the following: Managing projects or programs, including determining program /project elements, priorities, strategies, plans and goals, type and timing of milestones and deliverables, monitoring project/program performance, allocating resources such as (staff, consultants, time, budget, etc.), resolving issues and making changes where necessary.

      Substitution: Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the required bachelor's degree.

      A master's or doctorate degree from an accredited college or university in civil engineering, construction management, transportation planning, or management science or a field closely related to the work assignment may be substituted for the bachelor's degree and work experience on a year-for-year basis.

      • Developing and/or managing budgets to ensure cost effectiveness of projects or programs;
      • Strong project/program management experience including project delivery, and consultants/contractors oversight.

      • Extensive experience coordinating and monitoring contracts and agreements with multiple intergovernmental agencies and ensuring contract compliance.
