      SUMMARY OF DUTIES:

      The Program Manager (Grants) for CHIP (Chicago Hub Improvement Program) is responsible for the day-to-day administrative and business management for CHIP. It is anticipated that CHIP will receive a funding from federal, state, and local entities totaling hundreds of millions of dollars. In support of the AVP CHIP and Directors - Program Management, the incumbent will have a variety of responsibilities, including coordinating with internal and external stakeholders, support CHIP related applications for funding, preparing project related status reports for compliance and liaising and working collaboratively between CHIP management and other Amtrak departments (i.e., Funding & Grants Management, Capital Controls, Amtrak Law, etc.).

      ESSENTIAL FUNCTIONS:

      • Responsible for the day-to-day administrative and business management of CHIP.
      • Work with the CHIP team and Funding & Grants Management team to support the development of federal, state, and local applications for funding.
      • Participate in the preparation of supporting documents for funding applications including scope, schedule and budget information required for project narratives, and obtain letters of support from third party agencies.
      • Participate in the preparation and timely submission of project related deliverables to comply with funding agreement requirements.
      • Engage with third-party stakeholders regarding funding contributions towards CHIP-related initiatives.
      • Engage with third-party stakeholders, including state and local entities, and serves as point of contact regarding negotiation of funding and construction agreements. Work with Amtrak law to create funding and construction agreements with state and local entities.
      • Develop briefing materials and documents for corporate planning, relationship management, and contract negotiation and administration functions with state and local entities in the Midwest.
      • Help prepare CHIP financial requests that are associated with the Amtrak Annual Operating Plan and Reprogrammings, working with the CHIP team and Amtrak Finance.
      • Serve as a liaison between the CHIP team, Finance, and other Amtrak groups to make informed business decisions regarding the pursuit of application for funding.
      • Conduct operational and financial analyses including development and presentation of analyses and recommendations to senior departmental and corporate management.
      • Support ad-Hoc reporting to consolidate data from various sources for senior and executive management.
      • Coordinate with CHIP team regarding project management related data and delivery methods.
      • Support the CHIP team and Finance to ensure expenses are consistent with the scope of the CHIP projects.
      • Plan, coordinate and manage high-level meetings with multiple internal and external stakeholders.

      MINIMUM QUALIFICATIONS:

      • Bachelor's Degree in Finance or a related field or bachelor’s degree in a relevant business field, such as: Business Administration, Accounting, or Economics
      • Relevant training and/or experience
      • Experience demonstrating skills in effectively communicating financial concepts to financial and non-financial customers
      • Demonstrated experience with participation in company-wide programs/initiatives
      • Strong verbal and written communication skills with proven ability to effectively interface with individuals at various levels within and outside the organization sufficient to exchange information, work cooperatively, facilitate understanding, and persuade and influence others
      • Demonstrated skills using PC-based software (Microsoft Excel, Access, Word, PowerPoint)
      • Excellent analytical skills as well as written and verbal communication skills
      • Ability to work in a fast-paced environment and manage multiple tasks
      • Ability to function independently and with minimum supervision and deliver sound and timely analysis
      • Ability to have strategic planning conversations with a variety of groups within Amtrak, including Senior Leadership

      PREFERRED QUALIFICATIONS:

      • 5 -11+ years of relevant experience
      • Exposure to SAP financial systems or other ERP systems
      • Transportation Industry experience a plus
      • Experience in working with governmental agencies or commuter agencies
      • Experience in developing briefing materials under minimal supervision and under tight deadlines
      • Demonstrated experience in building relationships with internal and external stakeholders

      WORK ENVIRONMENT:

      • Hybrid work environment based at Chicago Union Station (onsite 3 days per week/remote 2 days per week)
      • Travel requirement is estimated at (2) 1 to 2-night trips to the east coast per year.

      COMMUNICATIONS AND INTERPERSONAL SKILLS:

      Must have excellent oral and written communication skills.

      The salary range is $108,830 - $141,040. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
