Job Description

- Leads the implementation and execution of IRI’s activities in Albania, including organizing workshops, consultations, and additional activity designed to successfully implement program outcomes.
- Supports the design of new programs and contributes to the development of programmatic concepts, objectives, activities and budgets.
- Maintains and develops working relationships with program partners, participants, relevant stakeholders, state institutions, universities, political parties, international organizations, consultants, and IRI’s national and U.S.-based teams.
- Maintains knowledge of the ongoing developments in governance, politics, and civic areas in Albania.
- Anticipates potential problems, troubleshoots project problems and offers solutions and actively leads resolution of issues with creative and immediate solutions.
- Ensures accuracy of invoices for delivered goods/services by local vendors and submission of all program activities related documents in line with IRI requirements.
- Drafts activity reports to ensure high quality quarterly, semi-annual, final and other program related reports to DC.
- Monitors budget and program expenses, in cooperation with the RPD and Program Manager, the HQ program team, and the field and regional accounting staff.
- Supports the implementation of monitoring and evaluation plans.
- Compiles essential monitoring and evaluation data from programmatic activities supports in writing comprehensive activity reports to facilitate the HQ-led reporting process.
- Performs organizational, logistical, procurement, and other administrative duties.
- Performs other duties as assigned.
- Undergraduate degree in political science, law, international relations or related field;
- Three to five years of administrative/program experience in democratic governance and politics, preferably working in a political environment and directly with political parties, domestic or foreign civil society organizations/NGOs, and/or legislative bodies and officials;
- Significant knowledge of the Albanian political system and/or civic activism in Albania, and willingness to engage in politics and/or organizing in new ways;
- Demonstrated experience working with U.S. Government (USG) funded projects and familiarity with USG regulations and processes highly preferred;
- Experience with program management, implementation and basic accounting necessary to draft and oversee a budget;
- Ability to understand grant-specific substantive, financial and compliance requirements;
- Strong oral and written communication skills;
- Excellent time management skills and proven ability to prioritize work tasks in a fast-paced office environment;
- Ability to work independently and as a member of a team to effectively meet program needs;
- Commitment to Albania’s democratic development;
- Fluency in Albanian, business fluency in written and spoken English;
- Availability to travel as needed. Weekend travel frequently required.

The Program Officer (PO) will be responsible for supporting the execution of IRI’s program activities in Albania. The PO will work collaboratively with field and U.S.-based colleagues to ensure successful implementation of programmatic activities, provide detailed performance monitoring and evaluation data, and help with developing new programs. The PO will work under the leadership of and at the direction of the Albania Resident Program Director (RPD).
