      The Program Officer will provide strategic, technical, financial, operational, administrative, and compliance support for program implementation and partner grant management. This includes contributing to work planning, budgeting, reporting, meetings and events, and communications, and providing oversight and support activities and deliverables, both for the program and partners. The Program Officer will build effective collaboration and communications across team members and partners to accomplish these goals.

      Your Background & Skills

      • Bachelor’s Degree
      • 3+ years of relevant experiences
      • Experience supporting international development programs. Familiarity with positive youth development programming and learning in Africa, Latin America, and the Middle East and North Africa preferred.
      • Experience with financial management, especially for complex budgets; and grant management, especially for local organizations. Familiarity with USAID funding preferred.
      • Excellent organizational, time management, and planning skills with attention to detail and ability to prioritize.
      • Excellent writing and editing skills.
      • Strong quantitative and data management and analysis skills.
      • Working knowledge of USAID regulations, including 2 CFR 200 and 2 CFR 700, and other relevant compliance and reporting requirements is a plus.
      • Creativity, adaptability, empathy, and a learning mindset.
      • Excellent interpersonal, teamwork, and communication skills.
      • Ability to collaborate remotely with diverse colleagues, partners, and stakeholders in multiple locations and time zones with cross-cultural sensitivity and inclusivity.
      • Ability to take initiative and problem solve proactively.
      • Proficiency in Microsoft Office, including Word and Excel.
      • Proficiency in digital platforms for collaboration and communications and survey tools.
      • Proficiency in graphic design programs and website and social media platforms is a plus.
      • Proficiency in English required; Spanish, French, or Arabic is a plus.

      Your Daily Tasks

      • Contribute to program and partner workplanning, budgeting, and reporting. Provide day-to-day support for program and partner activities and deliverables. Manage priorities and deadlines effectively.
      • Participate in planning and facilitation of meetings, workshops, trainings, and events.
      • Prepare program communications, including newsletters, presentations, briefs, stories, website and social media content, and other products for a variety of internal and external audiences.
      • Coordinate communications and collaboration across the program consortium, including network management and knowledge management platforms. Includes managing complex contact lists, meeting facilitation and management, drafting/managing surveys, and drafting/sending communications.
      • Support partnership development and management with local youth organizations.
      • Draft external communications for donor and other key stakeholders.
      • Contribute to program buy-in funding mobilization from USAID offices and missions.
      • Support new business development tasks as assigned.
      • Support financial management, including expenditure analysis, budget forecasting, and financial reporting. Provide clear and accurate information and analysis for budget management.
      • Provide finance and administrative support for subgrants and procurements of consultants and vendors, including: conducting competitive selection processes; doing risk assessments; negotiating scopes and budgets; preparing and executing contracts and modifications; providing training and management support; reviewing reporting and deliverables; and managing payments.
      • Ensure compliance with IREX policies and procedures and USAID regulations.
      • Backstop country office operations and finance, and review expenses.
      • May guide or mentor a program associate, interns, and other part-time/temporary support staff.

      This fulfilling position offers an anticipated salary range of approximately $57,200 - $70,000.

      This position is eligible for Telework. The eligible employee is a regular, full-time DC-based staff who works from a worksite outside the DC office for one or more days a week.
