- Develops, pilots, and scales initiatives and programs that strengthen the state’s innovation ecosystem and increase competitiveness in focus industries; these efforts may include: contributing to the development of various programs including the Maternal and Infant Health R&D Grant, Food and Agriculture Grant Program, and the Catalyst Seed Grant – Therapeutic Drug Development.
- Issue-focused strategies and programs, identifying and engaging key companies and broader stakeholders, conducting quantitative and qualitative analyses, defining program implementation plans, impact metrics, budgets, etc.
- Develops expertise on entrepreneurial eco-systems through project-based research and analysis; these efforts may include: tracking trends at the state, regional, and national level, identifying which key issues state government could help to resolve, providing programmatic and policy updates to internal government stakeholders and CSIT Board.
- Support marketing and communication of CSIT grant programs, website development, newsletters, and fliers. Provide input to update CSIT website with current information on various programs
- Engage in stakeholder outreach to help develop and advance efforts related to CSIT programs
- Develop outreach information packages to help raise awareness of CSIT programs and create materials that can be used for webinar training sessions
- Work on other CSIT project-specific tasks as assigned;
- Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
- Must complete annual and semiannual self-assessment as required.
- Performs other duties and special projects, as assigned.
- Demonstrated proficiency in creative and analytical problem solving, including structuring issues, framing solutions, and executing complex analyses with limited errors and oversight
- Strong ability to synthesize findings and propose actionable solutions

- Ability to work on small project teams tackling complex and challenging work
- Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff
- Ability to undertake research, disseminate information and summarize in an easily understandable format
- Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision
- Knowledge of the field of public relations; general understanding of finance and experience in business writing; excellent proofreading skills and use of proper grammar and punctuation
- Exceptional written, oral, interpersonal and presentation skills and the ability to effectively interface with a broad range of audiences including senior management, EDA Board of Directors, staff, government officials, business and industry partners, as well as individual customers and prospects
- Ability to analyze and manipulate report data
- Demonstrate ability to gain a thorough knowledge and understanding of CSIT and EDA programs and services
- NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.
- Knowledge of electronic communications techniques such as web casting a plus
- Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers
- Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals, and CSIT and EDA staff
- Bachelor Degree with an emphasis in science, technology, economics, policy or public administration

- License: Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
- Foreign degrees/transcripts must be evaluated by a reputable evaluation service at your own expense and must be submitted prior to a start date. If this cannot be provided within 21 days of an offer the offer will be rescinded.
- Must comply with the “New Jersey First Act” which requires employees hired after September 1, 2011 to reside in New Jersey. Non-New Jersey resident employees must relocate to New Jersey within one year of their date of hire and provide proof of residency to Human Resources.
- Must complete an Outside Activity Questionnaire (disclosure of outside office or employment) on an annual basis.

Overview
Job Summary
The Program Officer will work with a team of highly motivated professionals who are passionate about developing and executing forward-thinking solutions and programs to support tech / life science based early-stage New Jersey companies. He/she will gain first-hand experience working within CSIT and will perform important and meaningful work in helping tech/life science based early-stage New Jersey companies to cope with the current economic challenges and creating a stronger and fairer NJ economy. The Program Officer will receive exposure to economic development management policy, project and program analysis, building and maintaining stakeholder relationships, and interacting with numerous government agencies, private sector entities, and non-profit partners
$65,484 - $81,855
Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a managers approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.
