      JOB DUTIES

      Maintains communications and promotes cooperation inter and intra-departmentally both vertically and horizontally.

      Communicates with and serves as a liaison between nursing/patient/patient's family/ significant other/physician and the surrounding community.

      Establishes the short and long-term goals of both the inpatient and outpatient treatment programs.

      Orients, schedules, provide recommendations for evaluations, commends and counsels assigned staff with the assistance of the Nurse Manager.

      Assures that the medical orders and patient's plan of care is carried out by designated staff promptly and efficiently. Provide methods for monitoring the quality of care by, but not limited to, the following responsibilities: routine and random audits of documentation notes, staff completion of duties, completion of patient records prior to scanning, all disciplines’ deadlines met, census within acceptable range of 10 or more for both inpatient levels of care 4.0 detox plus rehab combined and 3.7 detox plus rehab levels combined, and annual surveys and monitoring visits passed without citations or need for corrective action. These duties therefore ensure that quality patient care is provided according to policy, procedure, and patient care standards, and that this is evidenced by accurate, complete and timely documentation on patient record and plan of care within designated time frames. Duties may be delegated to other staff and oversight provided by this supervisory position.

      Promotes an environment in which the patient care team can work cooperatively toward objectives. Operates from a person-centered focus, practicing unconditional positive regard for the population being served and teaching and explaining how to actively reinforce and promote this philosophy for all members of the unit staff.

      Assists with procurement of equipment for the Department with assistance of nurse manager.

      Seeks assistance from appropriate resource persons as necessary in solving clinical and operational problems.

      Directs, supervises, delegates and evaluates patient/client care provided by using professional skills and judgments as required.

      Correlates the development of department policies and procedures in accordance with the Department of Drug and Alcohol Programs in accordance with that licensing entity’s guidelines, as well as American Society of Addictions Medicine, and accreditation guidelines, the Pennsylvania Department of Health and Das Norske Veritas (DNV) and Commission on Accreditation of Rehabilitation Facilities.(CARF).

      Coordinates emergency measures for all codes and disasters occurring on her/his unit following Meadville Medical Center policies and procedures, and participates as warranted in all drills. Files paperwork on any unusual incidents through MMC Risk Management and also to DDAP and PA Medicaid Managed Care Organization.

      Collaborates with physicians in planning patient's plan of care as well as ongoing treatment components. Monitors staff reports of patients' medical/behavioral conditions and symptoms and reports changes to appropriate personnel. Conducts team meetings and multi-disciplinary team meetings. Coordinates unit meetings as needed with staff or provides written communication that provides feedback from staff to nursing administration and vice versa.

      Demonstrates cost conscious use of supplies and ensures that equipment is maintained in optimum condition. Assumes responsibility for unit fiscal management in collaboration with Nurse Manager. Has or acquires a working knowledge of financial guidelines within a non-profit facility such as billing and coding, to allow for efficient collaboration with fiscal services to maintain accurate and clean claims and authorization of care.

      Identifies staff development needs and recredentialing needs and coordinates programs to meet those needs.

      Functions as a clinical and managerial resource to guide and validate the independent decision making of the staff.

      Provides leadership within patient care areas; coaches and mentors all staff as needed. Conducts corrective action meeting with individual staff as needed, independently or with Nurse Manager, and escalates corrective action plans to the administrative level if needed.

      Practices Managing by Walking Around and assists with unit duties where necessary and applicable. Perceives potential problem situations and intervenes appropriately.

      Retains oversight to the maintenance of an Employee Assistance Program for other organizations as needed. Guides and directs the EAP Community Outreach Liaison in supervising on these services, including administration of contractual agreements, assessment, referral and short-term counseling. Assignment of staff counselors to address short-term counseling.

      Represent the hospital at HAP , DASPOP, Behavioral Health Advisory organizations, etc.

      Oversees on-call for assuring that individuals seeking or referring admission are handled under current clinical guidelines such as ASAM criteria and dimensions and takes on-call shifts as necessary. Maintain up-to-date knowledge or information sheets for making on-call decisions about healthcare benefit providers for newly admitted patients and collaborate and share on-call time with Intake Coordinator.

      Maintains and updates, with the assistance of the Outreach Coordinator, adequate information regarding substance abuse within the geographic area and use the information delivery of services in the most effective manner.

      Conducts market research project with the assistance of the Outreach Coordinator, via demographic date, focus groups, A.A./N.A. involvement, patient/family data collection.

      Participates in the orientation of new staff and in the clinical experience of staff and students.

      Demonstrates professionalism in the supervisory role. Promotes and enhances optimal functioning of the unit.

      Maintains and demonstrates general knowledge of the use of appropriate counseling practices in all levels of treatment and assessment. Demonstrates knowledge of age-specific recommended interventions for target populations.

      SPECIFIC JOB DEMANDS

      Strength: Medium Work - Lifting, Carrying, Pushing, Pulling 20 - 50 Lbs. occasionally, 10 - 25 Lbs. frequently or up to 10 Lbs. constantly.

      Stooping: Occasionally - Bending body downward and forward by bending spine at the waist, requiring full use of the lower extremities and back muscles. Reaching: Frequently - Extending hand(s) or arm(s) in any direction.

      Handling: Frequently - Seizing, holding, grasping, turning, or otherwise working with hand or hands. Fingers are involved only to the extent that they are an extension of the hand, such as to turn a switch or shift automobile gears. Fingering: Frequently - Picking, pinching, or otherwise working primarily with fingers rather than with the whole hand or arm as in handling.

      Feeling: Frequently - Noting attributes of objects, such as size, shape, temperature, or texture, by touching with skin, particularly that of fingertips.

      Talking: Frequently - Expressing or exchanging ideas by means of the spoken word to impart oral information to clients or to the public and to convey detailed spoken instructions to other workers accurately, loudly, or quickly Hearing: Frequently - Perceiving the nature of sounds by ear. Near Acuity: Frequently - Clarity of vision at 20 inches or less. Accommodation: Occasionally - Adjustment of lens of eye to bring an object into sharp focus. This factor is required when doing near point work at varying distances from the eye. Color Vision: Frequently - Ability to identify and distinguish colors. MINIMUM EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

      Master’s Degree or higher in a field or curriculum of advanced mental health counseling practice. Substance use treatment program management experience preferred.

      Professional knowledge and education of chemical dependency medical model, and the therapeutic process.

      At least three years of experience working in the field of chemical dependency with one to two years of marketing/community relations experience. Four years of management or supervision experience in the Addictions Treatment field required by the licensing entity.

      Professional skills necessary to effectively communicate with all members of the chemical dependency health care team, community members, referral sources, legislators, consultants, funding agencies, social service agencies, educators and other collateral services, AA/NA and related support groups, industry, justice system, and DASPOP.

      Must be able to set work priorities and independently carry out without supervision.

      Ability to travel within the community as well as outside to attend meetings as deemed appropriate. Must have a current valid PA driver's license. Must be able to drive a car and drive long distances if required to attend meetings.

      Must be able to use the following management accountabilities/competencies: conflict resolution, staff counseling, problem solving, disciplinary process, policy and procedure implementation, teamwork, support of management peers, cost containment skills. Must have a command of the English language and proper use of spelling and grammar to assist with creating technical documents and policies according to existing regulations.

      Must be able to make group and individual presentations and perform counseling with patients as needed.

      BLS required.

      WORKING CONDITIONS

      A large part of work time is standing, sitting, walking or traveling to destinations. Normal office conditions plus patient care environment can be experienced.

      Subject to occasional distasteful patient care activities and exposure to communicable diseases.

      Work hours are flexible based upon need and may exceed 40 hours per week.

      May be exposed to potential hazards such as chemical wastes, body wastes, fluids and other possible infectious materials.

      Subject to unpredictable actions of patients
