      The City of Toronto is transforming its development review process from pre-application consultation to occupancy by re-imagining organizational structures, processes, and performance.

      A new Development Review Division has recently been established, which will enable a development review process that is effective, efficient, consistent, transparent, and ultimately, results in good city-building outcomes.

      The Division will continue to focus on improving City-wide processes and coordination, including consolidating key teams involved in the development review process to meet legislated timelines related to development applications. Additionally, a key priority of the Development Review Division will be to prioritize and expedite housing projects, in support the City’s objective of meeting its housing pledge of 285,000 new housing starts by 2031, including 65,000 rent-controlled homes by 2030.

      Job Summary

      Reporting to the Manager Business Performance & Standards (BP&S), the Project Coordinator is responsible for improving Development Review’s service delivery through strengthening business processes and technology. The Project Coordinator will work closely with Development Review staff and interdivisional partners to develop consistent, standardized business practices, and implement changes to Development Review’s procedures reflecting changing legislation, policy, and a new operating model for the development review process.

      Major Responsibilities:

      • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
      • Conducts research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
      • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
      • Plans, coordinates, and manages the implementation of projects, including defining the scope, developing a work plan, executing tasks, and monitoring results.
      • Leads and supports divisional and interdivisional working groups, sets agendas, documents programs and reports findings and conclusions relating to proposed legislation and development application review processes.
      • Collects, analyzes, evaluates, and interprets data/information, and reports on findings and recommendations for divisional initiatives and activities.
      • Finalizes the detailed inventory of all current development policies, standards and business processes, and identifies information gaps and opportunities for more efficient interdivisional coordination.
      • Recommends and manages consultant's studies as required including the preparation of Terms of Reference and Request for Proposals for approved consultant studies.
      • Coordinates project activities and provides direction to consultants as required. Monitors work output and ensures results are achieved within specified time frames and on budget. Establishes and maintains cooperative working relationships among interdivisional staff. Prepares and implements communication plans and material and training to meet divisional objectives and communications including E-newsletters and web-based platforms.
      • Designs Divisional action plans for service delivery improvements, operations and practices, and develops strategies/policies/programs and action plans, to achieve approved time frames and technical requirements. Identifies and recommends project options with short, medium and long-term implementation periods.
      • Represents the Manager Business Performance & Standards and Development Review Division at meetings with stakeholders.

      Key Qualifications

      1. Post-secondary degree in Planning, Geography, Architecture, a field relevant to policy, public administration, or the approved equivalent combination of education and experience.
      2. Considerable experience in the development review process and/or policy development process related to one or more of the subject areas of land use planning, building regulation, engineering and associated municipal servicing issues.
      3. Considerable experience with managing complex multi-stakeholder projects from inception to implementation, including the definition of project objective and scope, managing project activities, milestones and deliverables, monitoring and tracking progress, and communication with stakeholders.
      4. Demonstrated analytical skills in assessing and reviewing data, standards and services to identify best practices and opportunities for improvements in service delivery.
      5. Knowledge of the planning process policy framework, including the Zoning By-law, Official Plan, and provincial planning legislation.
      6. Ability to conduct detailed and/or non-structured research or analysis with minimum supervision, within tight deadlines and use critical thinking and analysis to develop creative solutions to complex problems.
      7. Excellent written and verbal communication and presentation skills, and the ability to present complex information to a variety of audiences.
      8. Strong interpersonal skills and customer service orientation along with a demonstrated ability to establish and maintain effective stakeholder relationships.
      9. Demonstrated ability to work effectively as a member of a team, collaboratively with others in a multidisciplinary environment, and to work independently as required.
