Background of the Project
With the support of Netherlands Enterprise Agency (RVO), SNV Bangladesh with lead partner Practical Action is planning to implement the Higher tier clean cooking component (HTCC) for Strengthening the Entrepreneurial partnering with Practical Action Ecosystem in Bangladesh. The HTCC component in Bangladesh will focus on e-cooking to improve the clean cooking sector in Bangladesh; e-cooking offers significant benefits to Bangladeshi families not only in relation to health benefits, but also in the form of reduced costs and increased time savings. The project ambitions to incentivise 35,000 MECA appliances and benefit 140,000 Bangladeshi people. The project is split into 3 main components: Pipeline Development, Access to Finance, and Enabling Environment.
The Access to Finance component of the project is intended to provide financial based rewards to the private sector in response to evidenced growth and strengthening of clean cooking supply chains in Bangladesh. A fund will be made available to market actors under this component: this will be accomplished by providing (i) milestone-based Innovation Grants supporting wholesale distributors, importers and manufacturers to initiate and engage new market approaches and (ii) Results Based Financing (RBF) incentives to verified retail sales to consumers. It is in this component of the project we will pay particular attention to the gender element of the project. We will assess MSME applications on their commitment to gender activities and encourage gender-based milestones for the Innovation Grants, among other activities.
Job Description
Context and purpose of the job
The purpose of the Project Field Officer job is to support the successful implementation of field operations, including planning, execution, time management, target achievement, SME development, and management of the Project Support Assistant/Intern (Promotion and Verification). This role is critical in ensuring the smooth and effective delivery of field operations, including budget management problem-solving, data quality management at field level and reporting. The Project Field Officer will be responsible for developing and implementing plans, managing project resources, and providing guidance and support to the Project Support Assistant/Intern. They will also be responsible for engaging with private sector partners, promoting the development of the e-cooking market in the project area, and maintaining positive relationships with local government agencies. Through this position, the Project Field Officer will fully be responsible for HTCC project management, time management, relationship management, and team management, helping them to build the skills and knowledge necessary for a successful career in the field. Additionally, the Project Field Officer will play a key role in promoting the development of SMEs, ensuring the accuracy and reliability of project data and information, and driving the success of the field operations and the growth and development of the e-cooking/clean cooking market.
Planning, execution and project quality at field level
Key role will be to support the planning, execution, and quality assurance of field projects, including data verification and other project-related activities. The Project Field Officer responsible for assisting with project planning, supporting project implementation, ensuring project quality, verifying project data, preparing regular project reports, collaborating with project team members and stakeholders, and problem-solving. Also focus on project quality and data accuracy will help to ensure that projects are delivered on time and within budget, and that project objectives are met. Through this position, Project Field Officer will ensure quality project management, data management, and problem solving, helping to build the skills and knowledge necessary for a successful career in the field.
Apart from that, Project Field Officer will develop SoP to run project as per project outcome and target.
SME development and Private sector Engagement
Conduct thorough market research to understand the demand for clean cooking solutions, identify gaps in the market, and inform the development of new products and services. Provide training and support to SMEs to improve their technical and business skills and help them better understand the clean cooking market. Facilitate access to financing for SMEs, including assistance with developing business plans. Organize networking events and trade fairs to connect SMEs with potential customers, suppliers, and investors. Promote the transfer of technology and knowledge from larger companies and organisations to SMEs, to help them stay competitive and innovative. Provide marketing support to SMEs, including assistance with developing marketing materials, branding, and reaching new customers. Engage with private sector partners, including manufacturers, distributors, and retailers, to encourage their involvement in the clean cooking market and support the growth of SMEs under RBF and IGF. Closely monitor the RBF and IGF partners’ performance and reporting accordingly.
Support to validate IVA data and Knowledge management:
Monitoring and validating data verification to ensure that IVA data is accurate and complete and that it is properly stored and managed and Monitor the RBF and IGF target. Monitor the workshops and training programs aimed at developing local SMEs and helping them understand the clean cooking market. Provide support to the project manager and project officer in collecting and managing field data, and in conducting knowledge management activities. Collaborate with the project team to conduct workshops and knowledge management events, and to share information and best practices. Monitoring field data quality to ensure that field data is of high quality and meets established standards. Designing interventions from field experience: Based on field experience, design new interventions and strategies to support the growth of the clean cooking market and the development of local SMEs.
Reporting and Process improvement
Prepare regular reports on project progress, results, and recommendations, and ensure that they are accurate and timely. Facilitate effective communication between project team members, stakeholders, and project partners, and ensure that project information is effectively communicated to all relevant parties. Manage a team of project staff, including Project Support officer, and ensure that effectively supported, motivated, and led to achieve project objectives.
Demonstrate strong leadership skills and effectively manage and motivate a team of project staff to achieve project objectives.
Manage internal and external stakeholders, including project partners, government agencies, and private sector partners, and ensure that their needs and interests are effectively addressed.

Additional Information
Duty station : Jhenaidah with frequently visit to project areas
Contract Duration : 2 (two ) years contact with posibility of extension depending on performance and availability of funds.

Working Hours : Full time (minimum of 40 hours per week)
Salary : Competitive salary and allowances as per salary scale.
