      Job Summary:

      The Advancing Local Leadership in the Right Way (ALLRight) Uongozi Kawi Project is funded by CRS in support of its vision 2030 strategy advancing local leadership. In this project CRS works very closely with Catholic Archdiocese of Kisumu (ADOK) to develop a strong health department within ADOK. The ADOK health department will become a sustainable body providing systems support and oversight to the ADOK health facilities. In partnership with PharmAccess, Uongozi Kawi will also work directly with seven ADOK health facilities in Kisumu County to develop their capacities to strengthen and deliver high quality health care services.

      The Project Manager will lead the ALLRight Uongozi Kawi project, working hand in hand with ADOK counterparts and senior managers to build the diocese’s health management, oversight and quality improvement systems and processes and to position their health facilities for more sustainable health financing. He/she will manage other CRS staff and contracts with technical partners. He/She will be responsible for overall budget and activity management and reporting to ensure deliverables are met. His/her organizational strengthening, change management, systems building, and project management skills will ensure the Uongozi `Kawi project meets its goals.

      Roles and Key Responsibilities:

      • Using CRS partnership concepts, tools and approaches, create and manage strong partnership within and between the ALLRight Uongozi Kawi Project partners including the health facilities and technical capacity strengthening partners.
      • Represent CRS and the project with other government, non-government, community and private sector stakeholders within Kisumu.
      • Jointly with ADOK senior management, manage a process of systems development and organizational strengthening to directly address identified gaps.
      • Coordinate with technical partners to design facility level health financing strategies, interventions, and reforms and support resource mobilization planning incorporating participation of the private sector and other health development partners.
      • Oversee the process of institutionalization of continuous quality improvement into ADoK health facilities.
      • Lead technical, budget management, monitoring and reporting activities across the project cycle - in line with CRS program quality principles and standards and good practices.
      • Effectively manage talent and supervise. Manage team dynamics and staff well-being, ensuring Uongozi Kawiproject staff are well linked with the wider CRS team, including HR, admin and finance counterparts. Contribute to the recruitment process of project and partner staff. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
      • Lead on the development and implementation of a clear learning agenda and ensure learning and adaptation are built into the project cycle. Support accountability through coordinating project evaluation activities following MEAL Policy. Proactively identify issues, report them to inform adjustments to plans and implementation schedules.
      • Coordinate activities required for ensuring the financial, material and human resources for the quality implementation of the project. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
      • Identify staff capacity needs and technical assistance needs of partner organizations and lead on capacity strengthening and required interventions to support quality project implementation.
      • Lead trend analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.

      Preferred Qualifications and experience

      • Understanding of the Catholic Church offices, structures, and systems.
      • Experience with health systems management and financing
      • Experience with organizational change management, developing organizational systems or managing processes of organizational growth.
      • Experience with financial planning and resource mobilization
      • Experience using continuous learning and adaption in program management.
      • Experience working within the private sector.
      • Grant management experience, especially for USG or other public donors.

      Required Languages – English and Kiswahili required to perform the job.

      Travel - Must be willing and able to travel up to 50 % within the project area as needed.

      Supervisory Responsibilities- Project Officer

      Key Working Relationships:

      Internal- CR, HOP, HOoP, Programming and Operations staff and EARO RTAs

      External – Catholic Archdiocese of Kisumu, County Government of Kisumu, and other stakeholders

      Qualifications

      Basic Qualifications and Experience

      • Bachelor’s degree in strategic management, business administration, organization development, social science or health-related field is required. Master’s degree in public health, Health Financing, Health Policy, Business Administration, Strategic management, Organizational development, International Relations would be a plus.
      • Minimum of 5 years of work experience in project management or managing organizational systems and processes.
      • Extensive experience in team leadership, activity coordination and working in partnerships with other departments or organizations.
      • Experience in mentorship and training
      • Experience using data for decision making and in documenting project outcomes.

      Additional experience may substitute for some education.
