      PROGRAM SUMMARY:

      The Idaho Office for Refugees (IOR) oversees the state’s refugee resettlement program, connecting new Americans and Idaho communities to enrich lives and create belonging. We support resettlement agencies as well as English Language education, cultural events, and programs like Global Gardens, Global Talent, Neighbors United Network, and the Refugee Speakers Bureau.

      POSITION SUMMARY:

      IOR Project Manager will initiatives spanning housing and Welcome Corps, as well as other projects at the Idaho Office for Refugees (IOR). The project manager will drive efforts that increase resettlements’ capacity in Idaho by expanding housing opportunities and developing a private sponsor group network. This role will manage their work from end-to-end developing outcome driven workplans, strategies, systems, identifying resources, and best practices, and by building relationships with stakeholders including property owners and managers, developers, investors, national experts, and other non-profit and public agencies engaged in Welcome Corps and housing supply and access.

      PRIMARY DUTIES AND RESPONSIBILITIES:

      Develop and administer housing incentive and programs.

      • Drive current and develop new strategies to expand the rental pool for families from refugee backgrounds.
      • Reduce the duration families from refugee backgrounds live in transitional housing.
      • Design, implement and coordinate programs that recruit and train co-signers.
      • Coordinate financial literacy education in collaboration with partners.
      • Design, launch, and maintain a tenant education program.
      • Develop and leverage existing university relationships to encourage participation in resettling students from refugee backgrounds directly onto Idaho campuses.
      • Establish and oversee a maintenance program utilizing volunteer support for minor repairs and upkeep of rental units occupied by agency program participants.
      • Create and implement a dashboard to serve as a collaborative communication platform, providing updates on partnerships, strategies, events, housing opportunities, and potential availability.
      • Enhance and maintain the Customer Management database, to facilitate communication, tracking, documentation and follow up with all housing partners.
      • Develop compelling narratives for marketing materials and resources to foster and sustain. relationships (and/or solution strategies) to develop, strengthen and maintain relationships.
      • Convene stakeholders including the Neighbors United Housing taskforce, and actively engage with Valley Regional Transit and Neighbors United transportation committee to advocate for routes that serve areas where program participants live and work.

      Develop and maintain Idaho Private Sponsor Groups (PSGs) framework. PSGS are a new national initiative that will replace the first 90 days of support for participants that are currently provided through resettlement agencies.

      • Standardize systems that provide guidance, knowledge, orientations and tools to PSGs in supporting the successful integration of new arrivals.
      • Develop Idaho specific resources that support PSGs in navigating social services, securing employment, and other necessary resources.
      • Act as the point of contact for PSGs to trouble shoot challenges and celebrate successes, including fielding calls and emails as well as traveling to connect in person with PSGs.
      • Establish structure and systems to foster collaboration between resettlement agencies and PSGs, serving as a bridge to facilitate understanding and mutual respect. This involves leveraging the strengths of all entities to maximize our capacity to serve program participants who arrive through Welcome Corps.

      Outreach and Coordination

      • Utilize project management tools to track work streams and coordinate with colleagues and partners.
      • Maintain regular communication with partners, addressing challenges together and ensuring alignment with project objectives.
      • In partnership with the Communications team develop social media content, public presentations and trainings materials to engage stakeholders and showcase successes.
      • Establish and curate a library of resources and tool kits, for potential landlords, renters, volunteers, and agency teams.
      • Identify, develop and maintain partnerships through ongoing communication, meetings, presentations and events—to include:
      • Local and national non-profits, religious organizations, and housing agencies.
      • City, county, and national agencies engaged in housing and Welcome Corps.
      • Developers, property owners, investors, and managers, landlords.
      • Resettlement agency housing teams and staff involved in Welcome Corps.
      • Research, monitor, and report trends and best practices for housing and other initiatives.
      • Stay informed on national, state, city policies affecting housing for program participants and welcoming efforts.
      • Collaborate with resettlement agencies, IOR programs and staff to create and conduct housing specific outreach and training.
      • Fulfill additional duties as assigned to support IOR’s mission.
      • Research and pursue potential grant opportunities and/or donors/investors in the support of refugee housing efforts.
      • Research/explore potential for investment vehicles that would support ongoing low-income housing.
      • Represent IOR and Idaho’s resettlement agencies, as appropriate, at housing-related community meetings/working groups and make presentations to further our housing initiatives (ex: Neighbors United Housing Task Force).

      ESSENTIAL REQUIREMENTS:

      • Proven success in managing projects/programs independently from inception to completion.
      • Experiences using project management tools such as Smartsheet.
      • Experience in research, data analysis, and community collaboration.
      • Excellent written and oral communication and public presentation skills.
      • Experience establishing effective working relationships with a variety of individuals and organizations.
      • Good organization skills; ability to prioritize in dynamic work environments and to meet established deliverables/goals.
      • Strong collaboration, problem solving and conflict resolution skills with a solution- oriented approach.
      • Fluency with Google Workspace, Microsoft Office Suite, database management, and other organizational competencies.
      • Must be able to pass a criminal history background check.
      • Must have access to reliable transportation and proof of liability insurance.

      PREFERRED EXPERIENCE:

      • Previous experience in relevant areas such as refugee services and advocacy.
      • Understanding of zoning, housing, rental and building policy.
      • Community connections with property managers/owners, developers, policy makers, realtors, and investors.

      EXPERIENCE AND EDUCATION REQUIREMENTS:

      • 6 years of relevant experience, or;
      • a bachelor’s degree with 2 years relevant experience required.

      • Works in general office environment and in the community

      Must be able to tolerate heat and cold, and have reliable transportation to external meeting locations in varied weather conditions. Ability to operate a computer for extended periods required. May be required to lift up to 20 pounds.
