- Develops, plans, coordinates and implements detailed plans and recommends policies regarding program specific requirements.
- Manages assigned projects and programs, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Identifies energy conservation market opportunities and carbon emission reduction opportunities. Conducts analysis, promotes funding/financing, develops promotional and outreach strategies and tools and supports the implementation of approved plans in consultation with major stakeholders.
- Manages a team of staff, contractors and/or consultants on a project basis to effectively implement energy efficiency aspects of construction projects, major renovations, rehabilitation and alterations.
- Identifies the present physical conditions and maintenance deficiencies as a basis for future capital budgets at City owned buildings.
- Develops long term planning for each location based on technical assessment of specific building conditions and needs.
- Assists the Manager with consultations and negotiations with City divisions, agencies, boards and commissions, regarding the evaluation and prioritization of all capital project requests.
- Provides advice, guidance and technical assistance in the development of construction and renovation programs and on building management, such as preventative maintenance and energy conservation.
- Reviews assessments conducted with client groups in order to ensure that capital requirements are addressed accordingly during the budget cycle.
- Estimates short and long term financing requirements for the City and reviews the adequacy of reserves and cash flow requirements.
- Establishes and maintains long term forecasts (5-10 years) for capital maintenance work.
- Prepares pre-qualification documents to ensure that qualified bidders are obtained to meet the Corporation's accepted standards for specialized project.
- Prepares contract documents for tender.
- Evaluates tender documents and consultant proposals and makes recommendations for Council approval.
- Secures approvals from various regulating and government agencies to enable projects to proceed (i.e. site plan approvals, re-zoning and Committee of Adjustment applications, permits etc.).
- Schedules building inspections, prepares condition assessments, and prioritizes projects.
- Coordinates all documentation, including all correspondence from architects, engineers, building inspectors, contractors and sub-contractors.
- Inspects and supervise work in progress by contractors and staff to ensure effective implementation of energy efficient projects.
- Ensures that all work is executed in accordance with relevant legislation, including compliance with Corporate building and maintenance standards.
- Develops, prepares and monitors schedules, graphs and maintains accurate records of development and budget on all assigned projects.
- Ensures that project expenditures are controlled and maintained within approved budget limitations.
- Develops technical specifications and standards for consultant use, and monitors industry changes and innovations to ensure these documents meet industry standards.
- Prepares briefing notes, reports, presentations and other project related documents.
- Attends Council, committee and community meetings as required.
- Represents the City on various technical committees including staff and citizen groups.
- Analyzes the impact of project deferrals and develops business cases for client groups in order to ensure that facility requirements are addressed accordingly and in a timely manner by City Council.
- Assists in the resolution of delay claims and disputes that may arise through the execution of construction activities in the event of disputes and litigation.
- Monitors all construction projects as it relates to Health and Safety regulations and maintains records on infractions and accidents in the event of litigation.
- Represents the Corporation in external negotiations and assists with giving evidence in any legal proceedings.
- Acts as liaison and maintains close and effective working relationships with key stakeholders, clients, consultants, funding agencies and industry associations at all stages of the project including construction and warranty periods.
- Prepares detailed and timely reports, records, schedules, monthly status reports, initiates correction of deficiencies, warranty items as required by the Manager.
- Consults and maintains strong and positive working relationships with stakeholders, funding agencies, consultants and government authorities associated with projects to ensure coordinated construction.

- Post-secondary education in construction management, energy management, electrical, mechanical engineering, and/or an approved equivalent combination of education and experience.
- Considerable project management experience in construction of commercial or industrial infrastructure, including audit, feasibility studies, budget approval, design, tendering, implementation and close-out and on-site experience with new construction and the renovation of existing assets with project values ranging from $50,000 to $10,000,000.
- Considerable experience managing multiple concurrent multi-disciplinary capital construction, renovation, rehabilitation and repair projects and resources in a large organization, including the preparation of "Order of Magnitude" and "Definitive" estimates relating to capital repair, replacement and rehabilitation.
- Experience with energy conservation and demand management strategies, knowledge of major energy industry stakeholders, programs and initiatives.
- Experience in asset management, portfolio planning and capital planning.
- Experience effectively organizing and managing project teams.
- Considerable knowledge of financial incentives, financing tools and budget management.
- Knowledge of building construction techniques, methods, materials and project scheduling.
- Knowledge of how to interpret mechanical, electrical and structural drawings and specifications.
- Highly developed interpersonal and communication skills, both oral and written, with the ability to deliver presentations to management, staff, members of Council and the public.
- Working knowledge of MS Word, MS Project, Excel, Project Accounting and scanning and imaging software.
- Working knowledge of building performance data analytics software.
- Demonstrated knowledge and experience of Heating, Ventilation, Air Conditioning and Refrigeration (HVACR) principles, controls and Building Automation Systems (BAS).
- Knowledge of business case preparation, including the creation of reports, studies, analysis and ability to make recommendations to support program mandates.
- Knowledge of related policies, Acts, Codes and legislation including the Ontario Building Code, National and Provincial Fire Codes, Technical Standards Safety Authority (TSSA), Construction Standards Association, Ontario Occupational Health and Safety Act (OHSA), Workplace Hazardous Materials Information Systems, Human Rights Code, Employment Standards Act (ESA), Accessibility for Ontarians with Disabilities Act (AODA) and other related legislation.
- Certified Energy Manager (CEM), Certified Building Commissioning Professional (CBCP), Certified Measurement & Verification Professional (CMVP), and/or Project Manager Professional (PMP) certifications/designation are considered strong assets.

Major Responsibilities:
Reporting to the Senior Project Manager BAS, the Project Manager is responsible for the effective design, implementation and continuous management and expansion of Existing Building Commissioning (EBCx) and Energy Benchmarking programs. This role is responsible for the promotion and education of these two programs advancing energy efficient practices and technologies, and rehabilitation of City-owned buildings.
