      The Project Manager I (PM) is responsible to manage and assist in the implementation of the Water Enterprise's (WE) 10-year Capital Improvement Program (CIP) Local Water Conveyance/Distribution System, Local Reservoir/Tank Improvements, and Local Pump Station projects.

      Under general administrative direction from the WE CIP Program Director, Project Management Bureau Manager, and the Senior Project Manager, the PM will plan, organize, direct and control complex engineering projects from concept through design and construction to closeout. This PM will assist the program by managing projects with a combined total value of approximately $50-$65M, consisting of the following:

      • Water Main Replacement Projects: replacement, rehabilitation, re-lining, and cathodic protection of all pipe size categories to extend or renew pipeline useful life. Coordination with construction projects from other City agencies, especially SFPUC Wastewater and DPW paving, is emphasized to optimize efficiencies, reduce costs, and minimize customer disruptions.
      • Local Reservoir Projects: including valves, valve operators, instrumentation, piping appurtenances, concrete spalling, and other equipment in need of repair and replacement.
      • Local Reservoir Pump Station Projects: including Bay Bridge Pump Station and Pipeline Improvements to increase available supply to Treasure Island in the event of a large fire or island main break.

      Essential Functions:

      • Project Management: Manage project budget, schedule, and scope.
      • Needs Definition, Condition Assessment, Alternatives Identification: Define project needs, assess existing facilities, and identify feasible alternatives. Prepare Conceptual Engineering Report specifying the 10% design level for the recommended alternative.
      • Environmental Review: Conduct required environmental studies, analyze and evaluate project alternatives, and prepare draft and final EIR and EIS for circulation and public hearings.
      • Engineering Design: Develop 100% construction documents (plans and specifications) for the project.
      • Bid and Contracting Support: Provide support to PUC Contracts for bidding and contracting.
      • Construction Management Support: Facilitate project construction.
      • Operational Start-Up and Close-Out: Support operational start-up of newly constructed facilities and assist in financial close-out of the projects.

      Class 5502 performs other related duties as required.

      How to qualify

      Minimum Qualifications:

      • Bachelor's Degree in architecture, engineering or planning plus four (4) years of responsible architectural, engineering or construction management experience, OR
      • A Bachelor's Degree in another field plus six (6) years of responsible experience in a field directly related to the project, OR
      • Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
      • California registration as professional engineer or architect.
