      IMPORTANT INFORMATION

      WHAT YOU WILL DO

      The Project Manager oversees and directs a variety of projects from initiation to completion, adhering to industry and agency best practices. Projects are initiated out of the biannual legislative process, Executive and Agency special initiatives, and divisional needs. This role involves developing business cases and project charters, building project teams, and leading the work of the team to define and manage scope, schedule, budget, and quality, and ensure project deliverables meet stakeholder expectations. The project manager will continuously monitor project performance, facilitate stakeholder participation, and provide leadership and guidance across the division in project management methodologies. Responsibilities include developing and adjusting project plans, tracking budgets and expenditures, and managing risks and change processes, and appropriate escalation of issues. Additionally, the role involves collaborating with OHCS Central Services, Agency Project Management Office (PMO), and other divisions to ensure project alignment and integration with broader Agency goals. The Project Manager will also contribute to refining divisional PMO processes and support various administrative and strategic initiatives as needed and support the operations section in developing and maintaining divisional systems.

      MINIMUM QUALIFICATIONS

      Five years of progressively responsible experience related to the class concept.

      Four years of progressively responsible experience related to the class concept AND an Oregon Project Management Associate Certification.

      -OR-

      Two years of progressively responsible experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field.

      A Project Management Professional Certification awarded by the Project Management Institute.

      • Oregon Project Management Associate Certification. (OPMCP) or Project Management Professional Certification awarded by the Project Management Institute

      • Professional Project Management experience. Experience with project management in government and/or nonprofit sectors a plus.

      • Experience developing & adjusting project plans, tracking budgets & expenditures, and managing risks & change processes.

      • Ability to use critical & creative thinking skills and anticipate solutions to unusual situations.

      • Demonstrated awareness of and respect for cultural values and norms

      • Ability to communicate and build effective relationships with people of diverse cultural and educational backgrounds.

      • Can provide attention to detail, handle multiple priorities & projects, remain flexible and creative while ensuring that projects are meeting identified goals and deliverables.

      • Knowledge and skills in data collection & analysis, basic understanding of accounting & budgeting and problem-solving skills

      • Excellent presentation, computer, oral, and written communication skills.

      • Experience centering and integrating diversity, equity, and inclusion principles and practices in projects and the workplace.

      HOUSING STABILIZATION DIVISION (HSD)

      OHCS’s Housing Stabilization Division (HSD) provides critical statewide services addressing homelessness, housing stabilization, and energy and climate resilience for Oregonians with low incomes. HSD also administers the statewide data repository supporting accountable and effective funding and program design. Through a network of providers, including Community Action Agencies, local governmental and community-based planning groups, and community-based and culturally responsive organizations, HSD provides funding for shelter, re-housing support, rent assistance, energy assistance, and supports community service connections to critical needs for health care, education, and nutritious food. Recognizing the need to address root causes, the Housing Stabilization Division seeks to honor tribal sovereignty, advance racial equity, and deploy a human-centered, wraparound approach toward a vision that all Oregonians will have equitable and inclusive access to safe and affordable housing and energy resources ensuring that any experience of housing instability will be rare, brief, and nonrecurring.

      Policy, Planning, and Operations

      The Policy, Planning, and Operations Section develops policy and program design in support of the Housing Stabilization vision and mission, and in response to legislative and executive mandates to ensure highly effective policy related to housing stability and ensuring that homelessness becomes rare, brief, and nonrecurring. Policy, Planning, and Operations is responsible for keeping abreast of best and promising practices, to maintain communication and alignment with other Agency Divisions, Government Relations, and external enterprise stakeholders including the Department of Justice and the Secretary of State. The Policy, Planning, and Operations Section maintains awareness of HSD governing statutes and rules and leads proposal and review of needed changes, and division budget and legislative concepts and bill review.

      Additionally, the Policy, Planning, and Operations Section supports the Division with project management and fiscal and budget analysis. The Policy, Planning, and Operations Section provides division level: project management office (PMO) leadership, project tracking, project intake process management, project workload distribution, equity leadership, racial equity (REAT) coordination and leadership, knowledge management, legislative implementation project management, ARB coordination, legislative concept review coordination, fiscal impact statement responses, and other special project coordination.
