- May serve as a backup manager in the Commercial Development Division.
- Provides mentorship to Project Coordinators in the Commercial Development Division.
- Manages records and reporting of City water and wastewater system assets, including the reporting of the City water and wastewater construction permit compliance as delegated by the FDEP.
- Performs project closeout, including reviewing Record Drawings, warranties, construction permit certifications, and coordinating project turnover into ownership and operation.
- Serves as a liaison between City, public, developers, contractors, and other regulatory agencies with regard to assigned projects.
- Provides information and assistance to contractors, consultants, developers, and the public regarding ongoing projects and activities.
- Implements and oversees construction inspections to ensure construction is compliant with all City, State, and Federal requirements.
- Participates in scheduled interdepartmental meetings to improve the coordination and cooperation between City departments and help streamline the processes for the developers.
- Develops and writes procedures for Utility Systems plan review and construction compliance.
- Develops training to include educational materials and videos for general contractors, public, and municipal employees as it relates to Utility Systems plan approvals, construction, permit compliance, and ownership transfer upon completion.
- Provides Due Diligence information to potential developers as far as Utility Systems costs, procedures, and compliance issues.
- Researches specific products to be added or subtracted to the Qualified Products List of pre-approved Utility System material components.
- Assists with creation, maintenance, and updating of the Utility Engineering division’s emergency management plan.
- Assists with the preparation of presentations to various boards, including City Council, Planning & Zoning Board, other County and Municipal boards, and Public Agencies as appropriate and/or required.
- Provides data input to track division workload for monthly reports and to predict long and short-term staffing demands.
- Prepares agenda items, change orders, amendments, and work orders as needed.
- Assists in the preparation of the Utility Engineering Commercial Development budget.
- Other duties as may be assigned.
- Possession of valid Florida driver's license and maintenance of clean driving record required.
- Certified Project Manager (CPM) certification required.
- Knowledge of water and sewer line construction methods, governmental laws, and policies.
- Knowledge of regulatory agency permitting and requirements (Florida Department of Transportation (FDOT), FDEP, South Florida Water Management District (SFWMD), etc.)
- Familiarity with FDEP requirements of the City’s potable water and wastewater systems.
- Knowledge of construction and capital improvements to infrastructure.
- Knowledge of drafting techniques, basic engineering methods, construction standards and specifications, and inspection techniques.
- Knowledge of bidding and contracting procedures.
- Knowledge of computer applications including, but not limited to, Outlook, Word, Excel, PowerPoint, and Bluebeam Revu.
- Knowledge of principles of budget preparation and monitoring.
- Knowledge of the City’s and department’s policies and procedures.
- Ability to communicate effectively orally and in writing.
- Ability to prepare written technical reports, estimates, critical path management, construction, and cost reports within time constraints.
- Ability to present project ideas and proposals graphically, orally, and in writing to staff, City Council, governmental agencies, and the public.
- Ability to read and interpret construction design prints; prepare material take-offs and as-built drawings; observe and analyze construction methods; know and enforce construction standards and specifications; prepare field sketches and cost estimates; keep appropriate records.
- Ability to inspect projects and/or construction sites to assure compliance in accordance with the approved plans, permits, and City codes.
- Ability to keep and maintain appropriate records in accordance with retention guidelines.
- Ability to establish and maintain effective working relationships with consultants, City officials, the public, and employees.

Responsible technical skilled work in the construction and inspection of the City of Port St. Lucie potable water, wastewater, reclaimed water, and fiber optic communication assets while assuring compliance with Florida Department of Environmental Protection (FDEP) regulations as well as other state, federal, and local requirements. Provides plan review and permitting, including but not limited to, FDEP requirements and the state delegated construction permitting program. Facilitates the development of public trust and confidence in the City and its Utility.
This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency.The following duties are illustrative for this position. Graduation from an accredited college or university with a Bachelor's degree and a minimum of one (1) year of relative experience required; Or Graduation from an accredited college or university with an Associate Degree and two (2) years of relative experience and/or training required. Minimum of four (4) years of progressively responsible experience in the field of utility construction required. A minimum of three (3) years of electronic plan review, markup, and programming experience preferred.
A comparable amount of training, education, or experience may be substituted for the minimum qualifications.

While performing the duties of this job, the employee is regularly required to sit, talk, hear, and use hands to finger, handle, or feel. The employee is frequently required to walk and reach with hands and arms. The employee is occasionally required to stand and stoop, kneel, and crouch. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
