- 5+ years of experience working with federal/provincial/broader public-sector healthcare providers
- Knowledge of the eHealth Technology landscape in Ontario, including Ontario Health Building Blocks such as the
- Client, Provider and Consent Registries as well as Audit Solutions
- Knowledge of Public Sector Enterprise Architecture artifacts (or similar), processes and practices, and ability to
- produce technical documentation that comply with industry standard practices
- In-depth knowledge of industry standard such as Project Management Institute (PMI) and Public Sector I&IT project management methodologies.
- Knowledge and experience with Public Sector /e-Health Ontario related projects
- Knowledge and understanding of Ministry policy and IT project approval processes and requirements
- Experience adopting and adhering to Public Sector Unified I&IT Project Methodology, Public Sector Enterprise
- Architecture and Public Sector Gating process, and Public Sector Standard Systems Development Methodologies
- Experience with large complex IT Health-related projects
- Demonstrated experience with GO-ITS Digital Health standards, and internal branch standards.
- 5-9 years of experience in the following:
- Knowledge and experience with designing eHealth solutions and business processes to meet Ontario’s privacy legislation requirements
- Demonstrated experience in data migration strategies, familiarity with ETL (Extract, Transform, Load), database replication, and API integrations, proven successful experience leading data migration projects
- Demonstrated experience in vendor and contract management, handling and escalating vendor issues promptly to avoid delays.
- Demonstrated experience in working with clinicians and other health sector stakeholders to identify their business needs, and translate them into concise and complete requirements under tight deadlines
- Demonstrated experience with private and public-sector delivery partner capacity to deliver technology in a clinical setting
- Experience in Information security best practices, access control and authentication
- Experience with integrated change control process
- Experience with project management software such as MS Project, Planview, Jira, and Confluence
- Experience in managing projects using Agile and Waterfall project management methodologies for the analysis, design, development and implementation of applications in large complex environments
- Experience with Digital Health Standards, including HL7 FHIR.
- 5-9 years of experience in the following:
- Project management experience leading and planning complex, mission critical projects or initiatives involving business transformation, and design, development and implementation of IT Health-related solutions
- Working with business analysts and system designers to define project scope, and design and translate the business requirements and functional specifications into an application design appropriate to meet the business and operational/IT needs
- Leading a team of business analysts, designers, developers and working with cross-functional teams
- Overseeing the development of agreed-to solutions and implementation of those solutions, including design, test, installation and monitoring of the new systems
- Gathering and developing requirements in order to create and maintain a detailed project schedule, timelines, resource and integrated plan
- Acting as the senior business/technical expert, coordinating all aspects of a specific deliverable including the oversight of team members where appropriate
- Applying business process transformation and re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches
- Identifying, articulating and prioritizing issues and risks at senior executive levels and recommending mitigation strategies for decision makers
- Establishing and participating in working groups and stakeholder forums
- Developing detailed project management documentation
- Identifying conflicts and communicating deliverable conflicts or issues to the engagement lead or client manager
- Proactively identifying, managing and working with relevant parties on risk mitigation strategies to ensure commitments and deliverables are completed as per approvals and stakeholder expectations
- Anticipating and resolving problems to ensure that the deliverables are completed, on time and within budget, to the highest quality, meeting or exceeding expectations
- Identifying and resolving project conflicts related to resources, schedules, cost etc.
- Developing and/or supporting the development of training and communications material in support of large system implementation
- Working with the Business analysts, testing team and end-user teams to ensure proper testing methodolgy is utilized (from test strategy, plans, cases, testing to signoff)
- Ensure proper transition to operations is planned for and executed.
- Developing, preparing reports and presentations, including options, recommendations, implementation plans, designs, strategies and change-management options
- Developing, maintaining and regularly completing any reporting or dashboard tools required by project sponsors/clients
- Presenting solutions in written or oral reports, preparing documentation and presenting progress reports to clients
- Providing project, program, and/or portfolio reporting to multi-stakeholders at management levels
- Using appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects - concept, definition, planning, implementation and close-out
- Building positive relationships by developing an understanding of business and deliverable needs
- Developing mechanisms, frameworks, processes and procedures for implementing the deliverables as it relates to the project
