      POSITION SUMMARY

      The Illinois Department of Central Management Services is seeking to hire a Property Lease Administrator within the Bureau of Property Management. This supervisory position's primary function involves organizing goals and objectives of the Property Lease program, planning for successful utilization of the bureau's property leases. Additional responsibilities include evaluating, reviewing, and auditing documents related to lease costs for assigned properties statewide, obligates contracts for lease costs and lease payments, initiates corrective actions to ensure corrections are made to obligations returned from the Illinois Office of the Comptroller, Utilizes Systems, Applications, and Products accounting software, and serves as the primary resource for the State Hybrid Adaption of Real Estate (SHARE) program.       POSITION ESSENTIAL FUNCTINOS

      • Under general direction of the Assistant Fiscal Officer (AFO), serves as the Property Lease Administrator for the Bureau of Property Management (BOPM).
      • Evaluates, reviews, and audits documents related to lease costs for assigned CMS operated properties statewide.
      • Utilizes Supplier Relationship Management (SRM) for Contract/Obligation activities.
      • Utilizes Systems, Applications, and Products (SAP) accounting software’s central component for transaction approvals.
      • Under general direction of the Fiscal Officer and AFO, serves as the primary resource for the State Hybrid Adaption of Real Estate (SHARE) program and any other State office space reductions efforts.
      • Serves as working supervisor.
      • Assists the Revenue Manager with the monthly Facilities Management Revolving Fund (FMRF) billing process.
      • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

      MINIMUM QUALIFICATIONS

      • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
      • Requires two (2) years of responsible administrative experience in a public or business organization.

      PREFERRED QUALIFICATIONS

      • Prefers one (1) year professional experience in Contract Obligations and Amendments
      • Prefers one (1) year professional experience utilizing accounting software such as Systems application Products (SAP) and Supplier Relationship Management (SRM).
      • Prefers one (1) year professional experience adhering to standardized accounting procedures, such as those found in the Statewide Accounting Management System (SAMS) Manual.
      • Prefers one (1) year of professional lead worker experience.
      • Prefers one (1) year of professional experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
      • Prefers extensive knowledge of using Microsoft Office Suite software applications such as Microsoft Word, Excel, and Outlook.
      • Prefers college coursework in accounting.

      CONDITIONS OF EMPLOYMENT

      • Requires completion of a background check and self-disclosure of criminal history.
      • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
      • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
      • Requires a valid driver’s license and ability to travel in the performance of duties, with overnight stays as appropriate.
