Job Description

- Develop strategic proposal outlines, assist with compliance matrices, and drive proposal schedules
- Provide guidance and direction to cross-functional teams assigned to work proposal efforts
- Partner with non-price proposal volume writers to ensure accurate, compelling and compliance
- Verify resource needs and availability
- Provide technical guidance and work scope evaluation of proposal spec package
- Coordinate with Supply Chain to Support Make/Buy and Have/to strategic decision making
- Develop compliance matrix for assigned proposals to ensure timely completion of proposals adhering to external and internal deliverable due dates
- Support Cost Volume (estimation)Leads in development of estimates and ROS %
- Perform daily and weekly check-ins to ensure proposal activities are being completed on time
- Works cross functionally to ensure barriers to accuracy/timeliness/quality of the proposal are overcome
- Liaisons with Operations and Programs Management to develop technical and execution strategies are clear and concise
- Coordination with scheduling regarding work sequencing to achieve milestones as planned in the execution strategy
- Leads the kickoff meeting discussing strategy for pricing, execution and technical work
Bachelor's Degree and 5 years of work experience or equivalent experience as a cost estimator or proposal analysts or similar roles
Communicate effectively both orally and in writing
Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel
Utilize computer skills to prepare appropriate reports and documents in Microsoft Office
Make decisions using sound judgement while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations
Develop/demonstrate research and presentation skills
- Ability to manage resources in a fast paced environment across multiple projects with tight schedules
Excellent organizational and follow through skills
Detail oriented
Ability to perform price analyses
Experience in FAR Cost/Pricing Data requirements
Experience in Supply Chain/Bill of Material (BOM)/Pricing/Cost
Experience with Oracle ERP and OBIEE
Solid knowledge of DoD contracting
- Advanced Microsoft Excel knowledge – i.e. Macros, Visual Basic for Applications (VBA), etc.
- Graduate Degree a plus
- Professional Certifications a plus
- Experience in Defense Contract Audit Agency (DCAA)/Defense Contract Management Agency (DCMA) Compliance a plus
- Experience in Oracle ERP/OBIEE a plus

This role will report directly to the CMS SC Proposal Manager.
