      Overview The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE). Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL. Responsibilities As the Group Leader for Proposals & Funding Contracts this role is responsible for successful delivery of a wide range of proposal and contract actions, including high-risk, complex proposal and funding actions. This position serves as a Proposal Services liaison and interface for a wide range of Research customers within the Laboratory. In this position, the individual is widely recognized across the labortory for their knowledge and expertise in the proposal and contracts process. Must have a working knowledge of the Work Authorization Lifecycle System (WALS), Microsoft Office and other related business systems. Additionally, must demonstrate an in-depth knowledge of a wide variety of contracting methods, proposal and contracting policies, relevant DOE Orders, applicable Prime Contract requirements, as well as organizational and company level procedures and guides. Recognized as a Subject Matter Expert (SME) on proposals and contracting and requires extensive experience in government contracting, especially within the Department of Energy in an M&O contracting environment. Works on complex issues where analysis of situations or data requires an in-depth knowledge of the Laboratory and its mission. Leads proposal development activities, techniques and evaluation criteria for projects, programs, and people. Ensures schedules, systems, and processes meet Battelle requirements and directs others in maintaining core competencies to achieve compliant results. Quickly translates strategy into implementable actions. Establishes strategic plans, goals and objectives for the Proposal & Funding Contracts teams. Accountabilities and performance directly support the achievement of key Research critical outcomes. Makes final decisions on administrative or operational matters and ensures operations’ achievement of objectives. Erroneous decisions will have a significant impact on the overall success of Laboratory operations. Decisions are made through detailed analysis and seasoned judgment. Regularly interacts with Project Management Office Directors, Program Development Office Directors, Sector Managers, Proposal Managers, and Project Managers in the attempt to appropriately influence senior level leaders regarding matters of significance to the organization to achieve business results. Leads a cooperative effort among members of a given proposal or project team. Directs and controls the activities of a broad functional area within the Funding Contract Services organization. Has influence with planning, staffing, budgeting, managing expense priorities, and recommending and implementing changes to methods. Manage increasing segments of information technology, human resources (recruiting, reviews, staff deployment/workload balancing, career progression) with related internal communications and budgeting/finance duties.
