      Overview

      The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).

      Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.

      Team Name: Proposal & Funding Contracts Titanium Team
      Team/Capability Description: The Funding Contracts Services organization provides PNNL centralized and deployed business support for funding contracts services that is agile and compliant in addressing an increasingly complex sponsored-research environment.
      Team Mix: 7-10 full time Contracts Professionals.
      Location/Operational Parameters: Richland – onsite/hybrid with a minimum of 3 days onsite per week.
      Program Areas: Proposal and contracts support primarily to EED with some support to EBSD, PCSD, and NSD.


      Responsibilities

      The Proposals & Funding Contracts Titanium Team Leader is responsible for providing sales contract expertise to enable research. Sales responsibilities include strategy development, leading bid-no-bid decisions, client relationship management, proposal development, leading contract negotiations, and monitoring contract compliance technical, financial, and contractual performance. Plans, develops and participates in training of contractual requirements. Briefs company management on proposal and contracting activities.

      • The position is a Subject Matter Expert (SME) on laboratory proposal and funding contracts.
      • Negotiate and administer contracts from proposal to closeout with federal and non-federal partners.
      • Provide career development coaching, mentoring, and feedback to ensure team members have appropriate technical, business, and operational skills, training, and experience. Promote a healthy organizational culture through a supportive and inclusive work environment.
      • Serve as a role model for quality, safety, and security performance.
      • Maintain an understanding of the activities and work scope executed by the team and monitor changes to ensure work remains as authorized.
      • Build strong relationships with relevant PMs, PMODs, peers, upper management, and other relevant internal/external stakeholders to advocate for staff members, as well as assist team members in forming and maintaining strong professional networks.
      • Partner with Proposal & Funding Contract Group Leader on hiring & on-boarding of new staff.
      • Team Lead may also be a proposal reviewer and will submit proposals to PNSO.
      • Domestic travel possible.

      Qualifications

      Minimum Qualification:

      • BS/BA and 8 years work experience -OR-
      • MS/MA or higher and 6 years of experience

      Preferred Qualifications:

      • Currently has, or can obtain, a Department of Energy security clearance.
      • Working knowledge of the Work Authorization Lifecycle System (WALS), Microsoft Office and other related business systems.
      • Competent in basic area of expertise in strategy development, leading bid-no-bid decisions, client relationship management, proposal development, leading contract negotiations, and monitoring contract compliance technical, financial, and contractual performance, interpretation of government legal and corporate requirements.
      • Demonstrated knowledge of a wide variety of contracting methods, proposal and contracting policies, relevant DOE Orders, applicable Prime Contract requirements, as well as organizational and company level procedures and guides.
      • Demonstrated ability to Lead major projects, coordinating and managing the activities of other staff.
      • Proven ability to work with efficiency, flexibility, and adaptability to changing conditions.
      • Ability to exercise tact and diplomacy in organizational settings.
      • Typical related management experience should include initiating, planning, executing, controlling, and closing processes.

      Additional Information

      This position requires the ability to obtain and maintain a federal security clearance.

      Requirements:

      • U.S. Citizenship
      • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
      • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

      Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.


      Testing Designated Position

      This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

      HSPD-12 PIV Credential Requirement

      In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.


      Mandatory Requirements

      Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle.       USD $126,700.00/Yr.
