      Tax Exempt and Government Entities, Headquarters Shared Services, Communications & Liaison, Web/Multimedia Services and Operations


      The following are the duties of this position at the full working level.

      Qualifications


      Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

      You must meet the following requirements by the closing date of this announcement:

      SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have at least one year of specialized experience equal to the GS-9 level in the Federal government including: Experience demonstrating accomplishment of public affairs assignments that required a wide range of knowledge of communication methods and techniques; establishing and maintaining effective working relationships with all media. Qualifying experience typically includes the following, or the equivalent: Developing and disseminating information materials to the general public or specialized target groups. Writing and disseminating to local and national print and broadcast media, news releases, feature articles, radio and television scripts, and other information material.

      OR
      EDUCATION: You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in a field of study such as: journalism, communications, advertising, marketing, public relations, etc. OR 3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as: journalism, communications, advertising, marketing, public relations, etc. OR LL.M., if related.

      COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.


      SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have at least one year of specialized experience equal to the GS-11 level in the Federal government including: Experience demonstrating accomplishment of designing, planning, and directing or advising on the public affairs program in an agency or organization that requires a wide range of knowledge of communication requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where you analyze a number of alternative approaches in the process of advising management concerning major aspects of the public affairs program.


      SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have at least one year of specialized experience equal to the GS-12 level in the Federal government including: Experience demonstrating accomplishment of developing and implementing a comprehensive public affairs program that involves public information, internal information, media relations, and community relations that required a wide range of knowledge of communication requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where you analyze a number of alternative approaches in the process of advising management concerning major aspects of the public affairs program.
