- Search, compile and analyze information available in published and unpublished literature in order to develop medical and biological defense recommendations and guidelines relevant to public health.
- Develop plans and orders, intent, approved end states, and operational objectives and provide continuity in the plans to operations hand-off.
- Provide policy and guidance to Army Staff and throughout the Army Commands (ACOMs) and Army Service Component Commands (ASCCs).
- Brief senior leaders on the status of relevant medical, public health, protection, and biodefense strategic guidance, plans and potential future operations.
- Support senior biodefense advisor in their role as the lead for the Army Biodefense Office of Primary Responsibility.
- Support the development and implementation of Army and DoD strategies and develops plans and orders.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Employee may be required to be on call and expected to return to work during irregular duty hours.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Functions as public health and biodefense planner at US Army Nuclear and Countering WMD Agency (USANCA), DCS G-3/5/7, Headquarters, Department of the Army (HQDA). Position is responsible for strategic oversight, planning and coordination of public health and biodefense matters within DA.Duties

Basic Requirement for Public Health and Biodefense Planner:
Degree: Bachelor's (or graduate/higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirement listed below:
Specialized Experience: One year of specialized experience which includes researching literature pertaining to biological defense; developing plans related to the public health; briefing senior leadership on policy changes; and implementing plans related to biodefense. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
