- Utilize project management software, such as Microsoft Teams and Smartsheet, to assess and manage workplan activities, ensuring they meet targeted timelines.
- Collaborate with the Director to provide support for systems and processes used in financial management and grant disbursement.
- Help develop and implement standard operating procedures to ensure consistent and efficient financial management practices.
- Ensure grant recipients are informed of and adhere to established standard operating procedures via technical assistance and communication channels.
- Support the Program Director and the Program Coordinator with the development, management, coordination, execution, tracking, and reporting of program deliverables.
- Assist in the oversight of financial transactions, budget management, and compliance with grant requirements.
- Conduct regular reviews to ensure accuracy and compliance with financial reporting.
- Maintain organized and accurate documentation of all grant-related activities.
- Support evaluation and technical assistance for grantee data collection that is used for program assessment.
- Coordinate and host internal meetings with PHMC’s fiscal, contracts, and program teams.
- Support the Director in preparation for biweekly meetings with Philly Tree Plan partners (agenda setting, communications, notetaking).
- Support the Director with the development of progress reports for C-suite review.
- Supervise Public Health Program Coordinator.
- Support the Director with evaluation methods to support continuous quality improvement of projects.
- Track project process and outcome evaluation metrics in consultation with the City as needed.
- Comfortable coordinating and interacting with stakeholders representing a variety of high-profile positions and organizations
- Professionalism in writing, crafting emails, conducting meetings, and navigating sensitive information
- Detail-oriented with advanced written and verbal communication skills
- Exceptional organization and project management skills
- Experience in policy and advocacy
- Strong proofreading skills and attention to detail
- Proficient in Microsoft Office products

- Experience and familiarity with financial compliance requirements
- Basic financial management and budgeting knowledge
- Preferred: Experience with management of government contracts and non-profit evaluation techniques and tools
- Develop PHMC public health programming that considers the impact of institutional racism on health and wellness.
- Encourage diversity and equity in hiring policies and contracting when developing public health program plans.
- Contribute to the development of metrics and collection of data to help PHMC public health programs measure the impact of its DEI policies and procedures.
- Participate in required trainings and events to help PHMC public health programs create an anti-racist, inclusive workspace for staff.
- Primarily office-based – 1500 Market Street, Center City Philadelphia
- Some remote work weekly

PROGRAM: Philly Tree Plan
PROGRAM OVERVIEW:
Philly Tree Plan Program allows Philadelphia Parks & Recreation, PHMC, and partner organizations to scale up existing urban forestry programs, create new programs, and pass funding through to community groups to deliver immediate impact in high-priority, low-canopy areas of Philadelphia. PHMC and partner organizations will implement a 5-year project committing 100% of funding and program benefits to disadvantaged communities. PHMC will provide oversight of the grant’s administration; engage community members, civic leaders, and elected officials; act as a fiscal intermediary between the funder and project partners; and administer the Tree Forward micro-grant program.
JOB OVERVIEW:
The Public Health Program Manager will report to the Director of Public Health Programs under the Strategy Development department. They will assist with the development of systems to provide fiscal intermediary and capacity building of the USDA-funded Philly Tree Plan Program. The Manager will be responsible for managing the day-to-day activities of programs, ensuring compliance with grant requirements, supporting the Director with managing key internal and external stakeholders, and completing all reporting and documentation per funder guidelines.
