  Duties
  
  
  • You will interpret program-wide and specific metrics and translate their meaning to develop tangible strategies to improve program/project performance.
  • You will manage, oversee, and monitor the Government's investment in Public Private Venture (PPV) program(s).
  • You will plan sustainment in conjunction with private industry to ensure a PPV projects' long-term financial viability and proper asset management.
  • You will conduct on-site evaluations to verify identified data and trends of PPV Property Management.
  • You will employ appropriate resources for successful communications (i.e. coordination with Public Affairs Officers, Command Leadership, private partners, etc.).
  • You will build alliances and effect coalitions through all levels in the NAVFAC organization and with Supported Commands to develop and manage Department of the Navy PPV projects.
  • You will negotiate complex business agreement(s) with private industry.
  • You will serve as project manager for project development, property management, and overall business agreement execution and long-term asset management.
  • You will evaluate, analyze, and validate performance indicators for public private venture (PPV) projects, including financial and real property management reporting.

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver's license.
  
  
  Qualifications
  
  
  Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following:
  1. Applying a range of federal, state, and regional policies, codes, regulations, and requirements pertaining to the planning, programming, budgeting, and execution of Public Private Venture (PPV) projects;
  2. Interpreting project management principles to administer PPV projects;
  3. Using various sources to develop a program budget;
  4. Advising stakeholders on the progress and resolution of PPV actions; and
  5. Analyzing project metrics to develop tangible strategies for process improvement.
