Are you a creative communicator passionate about community engagement, storytelling, and local impact? The City of Graham is seeking a dynamic Public Relations Specialist to lead our marketing, outreach, and external communications efforts. In this high-visibility role, you’ll collaborate with departments across the City, manage social media and web content, promote public events, and help shape the City’s brand. General Statement of DutiesPerforms a variety of marketing and communications activities aimed at encouraging tourism and community engagement in the City of Graham. This position manages external communications, event promotion, and outreach initiatives in collaboration with City departments and external agencies. The position reports to the Assistant City Manager, with secondary oversight by the City Manager for special projects.
Illustrative Examples of WorkCommunity Outreach and Brand Management:
Collaborates with City staff to ensure cohesive outreach and consistent brand application across all departments.
Coordinates community outreach efforts, including attendance at job fairs, school events, and large-scale public events.
Marketing and Communications:
Designs and implements external communications promoting City programs and facilities.
Develops and manages multi-channel communication plans.
Communicates with department heads to gather program details and maintain a sustainable communications calendar.
Social Media and Web Management:
Manages the City’s social media accounts, including content creation, scheduling, and response management.
Serves as webmaster for the City’s website, ensuring content is current and brand-compliant.
Content Creation and Promotion:
Provides photography and videography services for City events and programs.
Coordinates the design, creation and placement of internal banners and signage.
Promotes City rental and event facilities, as well as community events.
Media Relations and Support:
Assist departments with media outreach, content development, and promotional strategies as needed. Supports the media and promotional needs of City departments as assigned.
Stays informed about industry trends, social media practices, and emerging communications technologies.

Knowledge, Skills, and AbilitiesCommunication Expertise:
Thorough knowledge of communication principles and practices.
Excellent verbal and written communication skills.
Ability to communicate effectively with the public, staff, media, and elected officials.
Creativity and Innovation:
Ability to develop engaging and creative content tailored to diverse audiences.
Demonstrates creative thinking within resource and budget constraints.
Basic understanding of graphic design principles and proficiency in tools like Canva.
Experience in photography and video content creation.
Technical Proficiency:
Familiarity with local government operations.
Strong knowledge of Microsoft Office Suite and willingness to learn new tools.
Sound judgment and ability to make independent decisions.
Strong time management and organizational skills with flexibility to reprioritize tasks as needed.
Flexibility and Availability:
Willingness to work designated evening and weekend assignments as required
Physical Requirements and Working ConditionsThis position requires medium physical exertion, including lifting or moving materials and equipment for events and outreach activities. Work includes physical activities such as stooping, crouching, reaching, standing, walking, grasping, talking, hearing, and repetitive motions. Visual acuity is necessary to ensure accuracy and attention to detail in assigned tasks. Work conditions include both indoor and outdoor environments.
Position QualificationsA bachelor’s degree from an accredited institution in Strategic Communications, Public Relations, Graphic Design, Public Affairs, Marketing, or a related field is required. Experience in local or state government communications is preferred. Must possess and maintain a valid North Carolina Driver’s License.
Preferred QualificationsBilingual proficiency in English and Spanish is desirable but not required.
