      Position Overview

      This position serves as the Fiscal Officer for the Office of Water Resources and Coastal; Maintains official books of accounts; Responds to requests for information on fiscal and procedural matters, Serves on project task forces; Reviews purchase requests, Performs internal audits of income control forms; and Prepares responses to audit findings, Court of Claim, legislative and other government entities.

      Essential Functions

      1. Serves as the Fiscal Officer for the Department’s Office of Water Resources and Coastal:

      • Oversees the Department’s capital budget for the above Offices.
      • Provides input in the development of priority guidelines for capital budget projects.
      • Directs development of instructions to Offices for use in submitting requests for funding capital projects.
      • Maintains the budget for projects approved for funding.
      • Reviews and obtains approvals for add/drop/change requests to modify a project’s funding.
      • Releases requests of funding for scheduled projects and maintains funding suitability and sufficiency.
      • Notifies user division staff that funds are available for capital purposes.
      • Advises Chief Fiscal Officer and Assistant Chief Fiscal Officer on actions required to modify funding.

      2. Maintains official books of accounts for the Department’s Office of Water Resources and Coastal:

      • Analyzes, monitors and tracks all applicable appropriation line items including expenditures, revenue, personal services and cash balances.
      • Collects data, analyzes and prepares financial reports and GAAP reports for program assigned for submission to the CFO/Assistant CFO.
      • Monitors to ensure sufficient Office funding throughout the fiscal year.
      • Reviews and monitors payments, billings, and deposits relative to Office activities.
      • Researches, reviews, and evaluates existing operations and recommends policies and practices related to more efficient maintenance of ongoing Office accounts.

      3. Responds to requests for information on fiscal or procedural matters from Capital Development Boar, Governor’s Office of Management and Budget, Attorney General, Comptroller, Department of Transportation and other state agencies.

      4. Serves as full-line supervisor:

      • Assigns and reviews work
      • Provides guidance and training to assigned staff
      • Counsels staff regarding work performance
      • Reassigns staff to meet day-to-day operating needs
      • Establishes annual goals and objectives
      • Approves time off
      • Adjusts first level grievances
      • Effectively recommends and imposes discipline up to and including discharge
      • Prepares and signs performance evaluations
      • Determines and recommends staffing needs

      5. Serves on project task forces:

      • Represents the Department at public meetings.
      • Organizes and conducts public information meetings.
      • Establishes and maintains liaison with local units of government affected by project activities.
      • Responds to legislative inquiries on project progress.

      6. Reviews purchase requests to determine if a Procurement Business Case is applicable:

      • Reviews and directs the obligation of Office of Water Resources & Coastal contracts/purchases including renewals, amendments, increase, decreases and cancellations.
      • Coordinates input, reconciliation and requires system approvals.
      • Monitors Office of Water Resources & Coastal contracts, purchases and obligations to ensure compliance with the Procurement Code, Procurement Rules and other administrative policies and procedures.
      • Alerts management of unusual purchases or circumstances.

      7. Performs internal audits of income control forms, such as site rentals and reservations:

      • Independently accounts for those income sources.
      • Reconciles revenue transmittals with the Department’s Revenue Accounting Report.
      • Reviews financial reports prepares by Office of Water Resources & Coastal accounting staff.

      8. Prepares responses to audit finding requests, Court of Claims, legislative and other governmental entities:

      • Reviews audit findings and recommends procedural changes to address.

      9. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

      Minimum Qualifications

      1. Requires knowledge, skill and mental development equivalent to completion of four years of college with courses in business administration and accounting.
      2. Requires three years of progressively responsible administrative experience in a public or business organization.

      Preferred Qualifications

      1. Prefers two (2) years of knowledge of law, rules and regulations relating to accounting.
      2. Prefers two (2) years of working experience utilizing excel computer programs.
      3. Prefers one (1) year of working experience of General Accepted Accounting Principles (GAAP) reports.
      4. Prefers one (1) year of working experience of Procurement codes and rules.
      5. Prefers two (2) years of working experience with computerized accounting systems and software of a varying scope.

      Office of Fiscal Management

      The Office of Fiscal Management develops budgets, processes payroll, administers workers compensation, manages audits, collects and records cash and receivables, tracks inventory and assets, processes vouchers, and conducts procurements, and holds responsibility for monitoring much of the Department’s operational procedures, to include the review of fiscally related procedures to ensure compliance with all rules, regulations and accounting standard.
