- Provides training and instructions and coordinates ongoing training needs for assigned staff. Assigns tasks, reviews work and prepares performance evaluations. Recommends employee transfers, reclassifications, promotions, disciplinary action, and discharge.
- Provides leadership and management to all assigned staff. Directs staff on difficult projects.
- Analyzes and evaluates existing objectives, goals, standards, priorities, policy and procedures.
- Researches, recommends, develops and implements policies, procedures, and standards. Introduces design standard updates, ordinance updates and Engineering Division procedure updates.
- Develops work plans and strategies to meet Department needs - both short term and long term; develops and directs the implementation of goals, objectives, policies, procedures and work standards to ensure success. Ensures proper implementation of and City compliance to related legislative requirements.
- Oversees the daily operations of the Water Resources team, including but not limited to maintaining compliance with the City’s National Pollutant Discharge Elimination System (NPDES) and Municipal Separate Storm Sewer System (MS4) Phase II Storm Water Permit, investigates illicit connections to the City’s storm sewer system and illicit discharges to watercourses within the City, investigates and advises on storm water and flooding questions, and other similar activities.
- Plans, coordinates, develops, designs, directs, and reviews capital improvement projects, maintenance projects, and private development projects as they relate to utilities.
- Performs professional engineering and design activities providing oversight to projects; develops and reviews detailed designs, including plans, specifications, contract documents, and cost estimates; provides engineering services during construction; oversees contract administration for utility capital projects.
- Participates in the selection of engineering consultants; coordinates consultant’s activities.
- Monitors expenditures and approves purchase requests within assigned area of authority.
- Coordinates underground utility engineering activities with other divisions, city departments, and outside agencies; provides staff assistance to the Director or other managers as needed.
- Provides Department oversight for the City MISS Dig Program.
- Issues temporary and final grade approvals for building change of occupancy.
- Submits necessary documentation for grant submittal and coordination.
- Oversees water sampling and reporting per EPA and state mandates.
- Receives and handles questions and concerns from the public, elected officials, and City staff pertaining to utility projects and other division matters.
- Other duties as assigned.
- Bachelor’s Degree in Civil Engineering with eight (8) years progressively responsible related engineering experience.
- Three years supervisory experience.
- State of Michigan Professional Engineer License.
- Valid driver’s license with acceptable driving record.
- Intermediate proficiency with office computers and related business applications.
- This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands for repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
- Work has standard vision requirements.
- Hearing is required to perceive information at normal spoken word levels.
- Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
- Work is performed indoors in an office setting and outdoors under all weather conditions and includes exposure to inclement weather, noise, vibrations, airborne materials, and active construction site.
- Work requires operating a vehicle in City traffic in various weather conditions.
This position is responsible to provide leadership, planning, development, design and construction of utility projects for the Department of Public Services; and oversees the operations and personnel within the Public Utilities Team of the Engineering Division.The following duties are normal for this position.
