      Applies skills and experience as a seasoned quality improvement (QI) specialist and subject matter expert to projects that are complex, sensitive in nature, and diverse in scope.

      Note: This is a full-time contract position for a four-year duration with the possibility of a one-year extension. We offer a benefit package for this position.

      The Harm Reduction Specialist provides subject matter expertise and technical assistance (TA) to syringe services programs (SSPs). The Harm Reduction Specialist also assists organizations interested in starting SSPs, either through establishing new organizations or integrating syringe services and other harm reduction practices into their existing services for people who use drugs (PWUD). The goal of the work is to remove structural barriers and improve access to high-quality, client-centered, culturally competent care throughout the state to prevent infectious disease and overdose mortality, dismantle stigma and policies and practices that stem from stigma, and improve the health and well-being of PWUD.

      The Harm Reduction Specialist collaborates with other subject matter experts to establish standards of good practice for SSPs funded by the California Department of Public Health, Office of AIDS. The Harm Reduction Specialists are the quality improvement (QI) leads for the Harm Reduction Unit of the HIV Prevention Branch. QI work focuses on expanding the SSP scope of practice to include peer navigation, overdose education and naloxone distribution, linkage or direct provision of substance use disorder (SUD) treatment, as well as improving access to high-quality, culturally competent services for SSP participants. QI work also includes capacity building to improve SSPs’ ability to forge strong local alliances, negotiate with individuals and organizations opposed to harm reduction, and reduce racial and ethnic health disparities in access to harm reduction services, particularly among Black and Native Californians. The Harm Reduction Specialist will also help foster practices that prioritize involving PWUD in the decisions that affect them.

      Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however, a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

      • At least two years of experience working in community or healthcare settings or CBOs.

      The Alliance Health Project (AHP) is a community-based LGBTQ+ and HIV-focused clinic located at 1930 Market Street in San Francisco. We provide psychotherapy, substance use counseling, case management, support groups, psychiatry, sexual health services, clinical traineeship, and provider education and training. Our multi-disciplinary staff are a client-centered, collaborative, Harm Reduction-oriented team. We have continued to grow as a community-based clinic by anticipating and addressing the changing needs of our LGBTQ+ and HIV community members for more than 35 years. Our process of continuous improvement of service to our community includes a strong focus on cultural humility and anti-racist service provision.

      The Office of AIDS is a division within the California Department of Public Health located in Sacramento, California. OA has lead responsibility for coordinating state programs, services, and activities relating to HIV/AIDS, and collaborates with state and federal agencies, local health jurisdictions, universities, and community-based organizations to ensure that efforts to combat the HIV/AIDS epidemic are targeted and effective.       • Thorough knowledge of QI standards for SSPs harm reduction programs, and regulatory requirements. Knowledge of common organization- or research-specific and other computer application programs.
      • Analytical / problem-solving skills. Strong policy analysis techniques
      • Strong communication and interpersonal skills to communicate effectively, both verbally and in writing.
      • Strong interpersonal skills for collaborating effectively with a broad range of clinical and technical staff and representatives from external agencies
      • Strong skills are required to effectively convey complex information both verbally and in writing and to produce high-quality reports and documentation.
      • Strong skills in analyzing, researching, and synthesizing large amounts of data for preparing sound and relevant proposals/analyses.
      • Ability to use discretion and maintain all confidentiality.
      • At least four years of experience in syringe access-related programming and/or administration.
      • At least two years of experience working in community or healthcare settings or CBOs.
