- Provide expert guidance on VMMC procedures and quality assurance practices.
- Develop and update clinical protocols and guidelines per WHO standards and national regulations.
- Conduct regular site assessments and audits to ensure compliance with QA standards.
- Support MHSS to Integrate VMMC quality assurance at National, Regional and District levels
- Design and conduct training programs for healthcare providers and support staff.
- Develop training materials and tools to support the implementation of QA activities.
- Mentor and support healthcare providers to build capacity in VMMC services.
- Develop and implement monitoring and evaluation systems to track the performance and quality of VMMC services.
- Analyse data to identify trends and areas for improvement.
- Prepare and present reports on QA activities and program performance.
- Collaborate with national and regional health Focal Persons, USAID and MHSS Partners, and other stakeholders to promote VMMC services.
- Participate in technical working groups and advisory committees.
- Advocate for the integration of QA practices into national health systems.
- Support in the development of work plans and budgets for VMMC activities.
- Ensure that program activities are implemented according to plan and within budget.
- Support the procurement of supplies and equipment necessary for VMMC services.
- Support operational research to improve VMMC service delivery and outcomes.
- Stay updated on the latest research and innovations in VMMC and QA.
- Promote the adoption of evidence-based practices in VMMC programs.
- Bachelor’s Degree + 12 years of relevant experience, or Master’s Degree +10 years of relevant experience, or PhD + 8 years of relevant experience.
- Medical degree (MD) or equivalent, with specialization in surgery, urology, or public health.
- Valid registration with the relevant professional body of the HPCNa.
- At least 10 years of experience in VMMC service delivery, quality assurance and HIV prevention and treatment within the health care setting.
- Knowledge of MoHSS strategies, guidelines and protocols relating to HIV care and management and VMMC implementation.
- Understanding of international public health landscape related to VMMC.
- Understanding of the Namibia Health Care system including Acts regulating provision of health care services in Namibia.
- Proven experience in training and capacity building of healthcare providers of varying skill levels.
- Strong understanding of WHO and national guidelines on VMMC.
- Excellent analytical and problem-solving skills.
- Strong communication and interpersonal skills.
- Ability to work under pressure while maintaining strong leadership and team efficiency.
- Ability to work with multiple stakeholders.
- Proficiency in English.
- Experience with Microsoft Office suite.
- Experience with monitoring and evaluation systems, and operational research.
- Familiarity with donor-funded health programs, particularly PEPFAR.

The Opportunity
As the Quality Assurance Technical Advisor you will provide technical management and leadership for all quality assurance and quality improvement activities related to VMMC HIV management prevention. You will work closely with Private Health Facilities, VMMC Service providers, program staff, and stakeholders to ensure high standards of care and compliance with MHSS and PEPFAR guidelines.
