      The Racial and Ethnic Approaches to Community Health (REACH) Program and ACHIEVE Coalition is grounded in Community-Based participatory approaches (CBPA) that mesh public health and multi-sectoral partners to work towards health equity for the local Black/African American/Black immigrant communities. The program through a shared risk and protective factor framework, uses nutrition, physical activity, breastfeeding and community-clinical linkage strategies that are intended to reach across the life-course to infants, youth, adults and elders by integrating into their social/physical environments through communication, policy, system and environmental (PSE) change based in community wisdom and evidence-based public health practice and evaluation. The purpose of this position is to oversee day-to-day oversight to advance and fulfill the goals , objectives and grant deliverables including managing internal staff and coordinating with ACHIEVE Coalition and external partners, and ensuring project progress and milestone achievement through performance monitoring and reporting. This role plays a crucial part in addressing health disparities and promoting health equity among the prioritized populations: Black Americans/Black immigrants and other underserved racial and ethnic communities within Multnomah County.

      This position will work in the Gateway Children’s Center and will work a hybrid schedule which may require onsite work in community settings.

      As the Program Supervisor , you will:

      • Be responsible for financial management, client needs assessment, and supervision of professional, paraprofessional, technical assigned administrative staff, and contractors assigned to the program

      • Manage and oversee the development of program forms, policies, procedures, etc.

      • Supervise a team of program staff, providing guidance, support, and mentorship to ensure effective program implementation

      • Select, motivate and evaluate a diverse workforce; manage professional, paraprofessional and/or technical staff; work with and coach employees to correct deficiencies; provide or arrange for training for staff; initiate and implement personnel actions such as promotions, transfers, and disciplinary and termination procedures

      • Promote cultural competency and sensitivity within the program to ensure that interventions are culturally relevant, strength based, community informed and respectful

      • Perform, develop and execute program services and operations

      • Manage program budgets, grant applications, and reporting requirements in compliance with funding sources and deadlines

      • Collaborate with relevant stakeholders to identify, design and develop communication campaigns, policies , systems and environmental changes that address health disparities and promote health equity

      • Develop, implement and evaluate programs and projects, evaluate effectiveness, and work products and services in accordance with County, department/division plans, budgets and policies

      • Serve as the primary point of contact to the CDC

      • Manage complex inter-divisional and inter-agency strategic programs and projects involving multiple jurisdictions, multiple disciplines, and/or community groups

      • Establish and maintain cooperative working relationships with a variety of community partners and leaders via contracts, memorandums of agreement and/or understanding

      • Represent the County, Health Department and assigned programs to the public, elected officials, other agencies, government jurisdictions, the news media, committees and organizations

      • Foster relationships and partnerships with community-based organizations, leaders, and stakeholders to enhance program outreach and impact

      • Develop and make formal presentations, conduct community outreach, and assist in responding to citizen or other formal requests for information

      Minimum Required Qualifications/Transferable Skills*:

      Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below. All non-traditional education, training and experience will be evaluated.

      • Education/Training: Equivalent to a bachelor's degree AND

      • Experience: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position

      • A valid State issued driver license

      • Demonstrated work history and/or lived experience (personal knowledge or first-hand involvement) working on racial and health equity alongside African Americans, Black immigrants and communities
