      Official Position Description:
      Leads & assists utility and right of way staff in real estate matters (e.g., establishing interim commitment dates; appraisal
      commitment dates for excess lands, access modifications; provides r/w plan clarification and training as needed),
      performs multi-project & most complex assignments (e.g., complex real estate acquisition of parcels & right of way of
      large areas involving complex appraisals & residual remnants; parcels having extensive multiple title ownerships &
      outstanding encumbrances; acquisition or right of way from railroads’ appraisals of machinery & extensive inventories;
      acquisition of right of way involving negotiation with local public agencies councils, attorneys, board of directors, excess
      land parcels, landlocked residues; structured sales in advance of contract letting; collections of proceeds & preparing of
      conveyance instruments) in multiple real estate disciplines; prepares project work plans; explains the procedures of Titles
      2 and 3 Federal Regulations to various public agencies & consultants; attends meetings to discuss how titles/interest will
      be acquired; establish various fees, appraisals, meetings to discuss how titles will be acquired; establish various fees,
      appraisals & review how relocation of properties will be performed acquired by condemnation; responsible for assuring the
      contractual agent signs all right of way bills; coordinates all right of way documentation gathered from various agencies;
      drives a state vehicle in the performance of these job duties.
      Assists District Real Estate Administrator, Regional Realty Specialist Supervisor., or Central Office Bureau Administrators
      in monitoring project work plans & recommends adjustments as necessary; conducts classroom training in particular
      real estate discipline depending upon proficiency level as assigned; performs investigative work in resolving state
      & federal audit citations; administers all activities concerning tax matters relating to properties acquired by state;
      implements & monitors all phases involved to clear properties of liens, mortgages, etc., so payment can be made to
      property owners at closing; keeps data on all certification on parcel-by-parcel basis for submission to central office;
      disposes of all condemnation cases & attends pre-trial of all funds for the local public agency-, presents a final claim
      for reimbursement for Federal Highway Administration to central office; monitors & verifies all changes on property
      transactions & communicates with all public agencies on a continual basis to assure timeliness of project. Performs
      scoping/field reviews, project scheduling/monitoring (MSP), accesses modifications, and coordinates auctions.
      Develops & maintains good working relationships & positive public image with county officials, local, state or federal
      agencies & the general public; answers & responds timely to inquiries or complaints by property owners & general public
      by providing information on request concerning all real estate and ROW transactions; performs utility & ROW functions as
      assigned in the district office. Performs other related duties as assigned by supervisor.

      18 mos. exp. as Realty Specialist 2, 84522 commensurate with disciplines utilized in position to be filled; must be able to provide own transportation. -Or completion of undergraduate core coursework in business administration or marketing; 30 mos. exp. in licensed real estate sales activities commensurate with disciplines utilized in position to be filled; must be able to provide own transportation. -Or 54 mos. trg. or 54 mos. exp. in licensed real estate sales activities commensurate with disciplines utilized in position to be filled; must be able to provide own transportation. -Or equivalent of Minimum Class Qualifications For Employment noted above.Knowledge of business, marketing, real estate sales or real estate property management; public relations; two or more real estate disciplines commensurate with assignments; addition, subtraction, multiplication & division; state & federal guidelines applicable to assigned real estate disciplines; employee training & development*. Ability to define problems, collect data, establish facts & draw valid conclusions; prepare meaningful, accurate & concise reports & documents; gather, collate & classify information about data, people or things; handle standard & sensitive business contacts with property owners, utility &/or other governmental representatives; cooperate with co-workers on group projects.
