      This position is responsible for coordinating the development, implementation, and management of County programs for waste reduction, material reuse, recycling, sustainability, and resource conservation and recovery.

      Salary

      $61,339 - $113,360

      Ideal Candidate

      The Hillsborough County Solid Waste Management Department is seeking a Recycling Coordinator to provide management and oversight of the development, implementation, and performance of County programs for waste reduction, material reuse, recycling, sustainability, and resource conservation and recovery. The position is responsible for detailed regulatory reporting and contract management. This position will provide public education and outreach on solid waste programs and initiatives, including curbside recycling, commercial recycling, litter prevention, proper household hazardous waste disposal, and waste reduction principles.

      The ideal candidate will be a motivated self-starter with a passion for environmental stewardship who desires to make a positive impact by engaging with the community to promote environmentally responsible behavior. Candidates should have a working knowledge of environmental studies and state legislation regarding solid waste management. The ideal candidate will be outgoing and have strong communication skills and must be comfortable providing public presentations to diverse audiences including civic associations, businesses, school groups, etc. Experience navigating and working in or with large organizations and municipal/local government is a plus, but not a requirement. The ability to speak Spanish is a plus, but not a requirement.

      Duties and Responsibilities

      Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

      • Develops, implements, monitors, expands and oversees the Recycling Program for county residents including residential and commercial facilities as a focused program within Hillsborough County.
      • Develops policies and procedures for recycling operations. Assists with reviewing, modifying, and establishing program goals and objectives in line with County mission.
      • Develops recommendations for waste reduction and recycling programs in accordance with the state's Solid Waste Management Act and established goals and objectives.
      • Publically promotes waste reduction, recycling, and sustainability through the development of promotional and educational materials that inform the public of waste reduction and recycling programs through training, public presentations, and media communications.
      • Acts as a liaison with other county agencies, general public, federal, state, regional and local environmental solid waste management agencies to coordinate waste reduction and recycling programs.
      • Manages and oversees the County residential recycling materials processing contract.
      • Develops promotional and educational materials for County-wide recycling programs and coordinates training, public presentations, and media communication of waste reduction and recycling programs.
      • Prepares technical written reports to present status on county solid waste reduction programs including responsibility for required annual reporting to state agencies.
      • Reviews and monitors state and federal grant programs to determine possible sources of funding and assists in the preparation of grant applications.
      • Assists other departments and businesses in establishing waste reduction/diversion programs and works with the city, county and state on waste reduction efforts.
      • Develops and coordinates Hillsborough County-wide involvement in recycling/composting competitions and similar events and activities and administers special collection programs.
      • Develops and provides training to event participants, operational staff, and members of the public on collection system and program compliance procedures.
      • Attends and speaks at local, state and national conferences/webinars on university residential recycling, sustainability, and other waste reduction efforts and activities.
      • Represents Hillsborough County Recycling Coordination administration.
      • Establishes goals and projects to develop systems to increase recycling and recycling efficiency, reduce waste, and promote safety in all areas.
      • Makes independent daily decisions involving recycling activities including operations, production and distribution of promotional materials, establishment of new collection points, systems decisions, troubleshooting, program representation, and decisions related to the program.
      • Reviews and responds to customer inquiries, requests for program action, and technical information.
      • Manages the County-wide recycling processing contract and the scrape metals contract and evaluates other revenue generating or cost saving initiatives related to waste reduction.
      • Performs other related duties as required.

      Job Specifications

      • Knowledge of the Florida Solid Waste Management Act as it pertains to waste reduction and recycling.
      • Knowledge of local legislation pertaining to solid waste management and resource recovery.
      • Knowledge of current sustainability practices and programs as it relates to solid waste management, resource conservation, and recycling activities.
      • Knowledge of recycling/composting/waste reduction systems, markets and operations.
      • Ability to assist in developing, implementing, and managing a waste reduction and recycling program within guidelines and time frames set by the State Department of Environmental Regulation.
      • Ability to assess and evaluate programs for effectiveness in solid waste reduction and recycling.
      • Ability to prepare and present technical and oral reports and news releases.
      • Ability to coordinate public and private efforts to promote innovative sustainable initiatives.
      • Ability to communicate effectively both verbally and in writing.
      • Ability to participate effectively in the formulation of departmental policies and procedures.
      • Ability to establish and maintain effective working relationships with other employees, officials and the public.
      • Ability to use a computer and related software.

      Physical Requirements

      • While performing the duties of this job, the employee is frequently required to walk, stand, sit and talk or hear.
      • Occasionally required to use hands to handle, feel or operate objects, tools, or controls; and reach with hands and arms.
      • The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl.
      • Ability to stand, bend, and lift/move 50 pounds.

      Work Category

      • Medium work - Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

      Minimum Qualifications Required

      • Bachelor's degree in Environmental Sciences or a related field; AND
      • Two (2 ) years of experience in the solid waste or recycling industry, education or communications; OR
      • An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above, OR
      • Possession of a Solid Waste Association of North America (SWANA) Manager of Recycling Systems Certification, or ability to obtain this certification within one year of employment; AND
      • Possession of a valid Florida Driver's License.

      Emergency Management Responsibilities

      In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
