      The American Red Cross is seeking a Regional Disaster Officer for our Michigan Region and this position will be based out of our Detroit, MI Regional office.

      As a Regional Disaster Officer, you must be willing to work on-call 24/7. The territory is nearly the entire state of Michigan including the Upper Peninsula. You must also be willing to deploy outside your region for large-scale national disasters. A valid driver's license is required.

      WHAT YOU NEED TO KNOW:

      The Regional Disaster Officer will oversee, through a team to include both a paid and volunteer workforce, the successful implementation of the volunteer-led disaster cycle services program throughout the Michigan region in alignment with established program standards. The Regional Disaster Officer is responsible for a significantly higher number of steady state responses while ensuring employees and volunteers within a region are assigned specific relationship management responsibilities with community-based, non-governmental and faith-based organizations supporting disaster services, and key emergency management staff (i.e., relationship management). The Regional Disaster Officer will serve during times of disaster in an operational leadership role for any scale of disaster. Participates in a leadership role on larger operations for the region, division, or nationwide. Responsible for local government partnerships, measurement and evaluation, information dissemination, preparedness, readiness, and response management. Drivers for this work include the number of municipalities within its coverage area, the amount and complexity of program activity, presence of significant grant funding, geography, risk, population, frequency of events, and regional structure. Provide support, development, and leadership guidance to all volunteers. Support and guide disaster employees to accomplish mission work through meaningful engagement of volunteer workforce.

      This position reports directly to the Regional CEO with a dotted line to the Division Disaster Executive and receives personnel development from both.

      WHERE YOUR CAREER IS A FORCE GOOD:

      • Oversee and support a paid and volunteer team responsible for the implementation of volunteer-led disaster cycle services programming throughout the region. Ensure disaster cycle services are delivered in a rapid and accessible manner to meet the urgent, disaster-caused needs of our clients, with a focus on vulnerable or under-served communities.

      • Develop and support disaster volunteers who are the primary workforce. Champion and drive the development of Disaster Leadership Volunteers to meet service delivery needs. Lead and empower a diverse team of volunteers and employees. This includes but is not limited to, hiring, training, coaching, delegating, coordinating, and evaluating, and managing performance to ensure a well-qualified, empowered team to enhance programmatic success.

      • Facilitate regional efforts to mobilize communities to prepare for, respond to, and recover from disasters and emergencies. Ensure the inclusion of diverse stakeholders across the disaster cycle. Meet the needs and expectations of clients and stakeholders.

      • Build relationships and collaborate with internal partners, employees, volunteers, communities, and external organizations. Work collaboratively with internal partners to implement strategies for strengthening the Red Cross brand, ensure effective communication and deliver timely and effective services. Cultivate collaboration between lines of service to meet shared objectives and goals.

      • Serve as the regional Red Cross disaster thought leader and ensure interface with community-based, non-governmental and faith-based organizations supporting disaster services, key emergency management and government entities, and other leaders in the field of emergency services, disaster policy and operations, vulnerable communities, and community resiliency.

      • Initiate and scale a regional response when required. Work with Division staff who provide oversight and management on the regional response and support escalation to Divisional or National response. Serve during times of disaster as the operational leader for the region for any scale of disaster. Participate in a leadership role on larger operations for region, division, or nationwide. Must be able to perform all assigned responsibilities under “grey sky” requirements with potential for deployment as directed.

      • Oversee the successful implementation of the disaster cycle services program in alignment with established program standards. Lead project/program implementation. Monitor and collect data and present key performance indicators and updates to management. Work with the division disaster team to develop gap plans for program areas not achieving expectations or metrics.

      WHAT YOU NEED TO SUCCEED:

      • Education: Bachelor's degree or equivalent experience required.

      • Experience: Minimum 10 years of related experience or equivalent combination of education and related experience required.

      • Management Experience: 7 years of management experience in a paid or volunteer workforce.

      • Skills & Abilities: Proven track record of collaboration, facilitation, problem-solving, leadership, and partnership engagement. Demonstrated experience leading high-performing volunteer teams and effectively engaging and mobilizing communities and community-based organizations. Proven ability in analyzing, interpreting, and acting on business analytics, planning, technical writing, public speaking, project management, data entry and management, and process improvement. Ability to handle multiple priorities effectively, assimilate information quickly, analyze problems, and implement solutions appropriately. Ability to work independently while developing and motivating a high-functioning team of employees and volunteers as well as having excellent interpersonal skills in dealing with all levels of employees and volunteers across the enterprise. Excellent oral and written communication skills, including training, presentation, and negotiating skills. Experience with budget management, oversight, and compliance. Must be analytical, customer-oriented, flexible, organized, and able to operate with an orientation toward solutions, an external focus, and a team orientation. Familiarity with program guidance and standards is required. Proficiency in standard office technology tools such as cell phone, laptop, and Microsoft Office applications (Outlook, Word, PowerPoint, Excel). Ability to work on a team.

      • Travel: Travel is required. A current, valid driver's license with good driving record is required. Deployment to disaster operations outside the region is required.

While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
