      Position Statement

      This position will serve as the Regional Land Manager in Northwest IL for Region 1; directs the operation of outdoor recreation and resource protection programs on public lands; serves as a full-line supervisor, manages the region's fiscal activities, provides oversight and leadership for the region.

      Job Responsibilities

      1. Subject to administrative approval, plans, directs, coordinates and supervises the development, operation, rehabilitation, maintenance and repair of facilities and equipment for Land Management sites, such as state parks, recreation areas, conservation areas, fish and wildlife areas, trails, forests and Nature Preserves within Region 1:

      • Directs the maintenance and repair of facilities and equipment on public lands.
      • Develops annual plans to accomplish maintenance and repair procedures.
      • Develops maintenance standards.
      • Travels to regularly conduct site inspections to ensure compliance with current standards.

      2. Directs the operation of outdoor recreation and resource protection programs on public lands:

      • Reviews program plans to ensure compatibility with department objectives.
      • Develops public information regarding programs.
      • Develops safety/security programs on Department sites.

      3. Serves as full-line supervisor:

      • Assigns and reviews work
      • Provides guidance and training to assigned staff
      • Counsels staff regarding work performance
      • Reassigns staff to meet day-to-day operating needs
      • Establishes annual goals and objectives
      • Approves time off
      • Adjusts first level grievances
      • Effectively recommends and imposes discipline up to and including discharge
      • Prepares and signs performance evaluations
      • Determines and recommends staffing needs


      4. Manages the Region’s fiscal activities:

      • Submits budget to Office Director.
      • Authorizes purchase and verifies compliance with appropriate fiscal guidelines and Department priorities.


      5. Receives/reviews suggestions for facility improvements from staff:

      • Analyze terms of resource impact, program need, and projected budget availability.
      • Prepares specifications for capital improvements.
      • Investigates proposals for establishment of new parks, forests, fish and wildlife areas.
      • Participates in master plan and agriculture plan development.

      6. Coordinates with other government agencies, power companies and other interest groups for management of sites within the region:

      • Provides technical assistance to other government bodies on natural resource programs of projects.


      7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

      Minimum Qualifications

      1. Requires knowledge, skill and mental development equivalent to completion of four years of college with coursework in natural resource management, parks and recreation, natural sciences or agriculture.

      2. Requires prior experience equivalent to four years of progressively responsible administration experience in a public or business organization.

      Preferred Qualifications

      1. Two (2) years of experience overseeing and administering plans of work at recreation parks, areas, conservation areas, fish and wildlife areas, trails, forests and/or nature preserves.
      2. Two (2) years of thorough knowledge of public and business administration, principles, and practices.
      3. Two (2) years of thorough knowledge of agency programs and service objectives, activities, and operational systems.
      4. Two (2) years of thorough knowledge of labor and employment development.
      5. Two (2) years of extensive knowledge of agency policies and procedures .
      6. Two (2) years of experience in developing and managing a major agency program.
      7. Two (2) years of experience in analyzing administrative programs and adopting an effective course of action.
      8. Two (2) years of experience in developing, installing, and evaluating new and revised methods, procedures, and performance standards.
      9. Two (2) years of experience in exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
      10. Two (2) years of experience in estimating and budgeting for future needs and cost of personnel, space, equipment, supplies, and services.
      11. Two (2) years of experience in undertaking economic analysis
      12. Two (2) years of experience in project management/certification.

      The Office of Land Management (OLM) oversees nearly 400 individual parcels of land and institutes a wide variety of programs and activities advocating outdoor recreation through sustainable use, conservation, and preservation. The Historic Sites Division of the Office of Land Management oversees 57 Historic Sites, Monuments, and Memorials. OLM facilitates activities from small group interpretive programming at Historical Sites, to hiking, hunting, fishing, boating, and camping.

      Term Appointment:
      Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Natural Resources’s discretion.
