      The Texas Workforce Commission (TWC), a Family Friendly Certified Workplace, is seeking a Regional Transition Specialist (RTS) to join the Vocational Rehabilitation (VR) Department located at 6400 E Hwy 290.

      You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

      Work from Home -Staff who serve customers directly will be limited to one day of telework per week during their probationary period of employment with TWC VRD, beginning with their first week of work. After successfully completing probation, this position may be approved to telework up to two days per week.

      The RTS - Sr RTS is supervised by the Deputy Regional Director with approval of the Regional Director. Performs highly complex (senior-level) consultative services/technical assistance work. Work involves planning/developing/implementing major agency program(s) and providing consultative services/technical assistance to program staff/governmental agencies/community organizations/the general public. May train/lead and/or prioritize the workload of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

      GENERAL DUTIES:
      -Fosters/assures quality transition services to customers by creating/developing an environment which enhances proficiency in the provision of Transition Services.
      -Provides leadership/technical assistance/consultation to Counselors/VR Managers/VR Supervisors/Regional Staff/Providers/Independent School Districts/Educational Service Centers/School Boards regarding transition.
      -Interacts/collaborates with internal/external stakeholders building effective working relationships.
      -Provides direction/interpretation of both Federal and VR policy.
      -Develops techniques/strategies to assist field staff to maintain involvement in the schools.
      -Addresses/implements regional priorities/mandates through an annual regional Transition Plan.
      -Manages special job development projects utilizing VR Counselors, VR Managers, Schools, Community Leaders, and Business Leaders within identified communities and consults with and updates supervisors concerning outcomes of transition students who gain employment through such projects.
      -Develops/presents training on Transition to Independent School Districts/Education Service Centers/VR staff/business community.
      -May provide mentoring/coaching as needed.
      -Performs other duties as assigned.

      PREFERRED QUALIFICATIONS:
      -Master's degree in Rehab Counseling or Rehab Management from an accredited college or university plus 1 year experience: 1) in interpreting/applying VR program policies/procedures, 2) planning/implementing/monitoring customer services, 3) coaching/mentoring and providing technical assistance for staff development, and 4) developing and providing training activities (or)
      -Master's from an accredited college or university plus 3 years’ progressive experience working in a VR program. With 3 years’ experience in areas referenced above (or)
      -Bachelor's degree in Rehab Counseling or Rehab Management from an accredited college or university plus 3 years progressive experience working in a VR program. With 3 years’ experience in areas referenced above (or)
      -Bachelor’s degree from an accredited college or university plus 4 years’ progressive experience working in a VR program. With 4 years’ experience in areas referenced above.

      MINIMUM QUALIFICATIONS:
      -RTS (Program Specialist IV): Graduation from an accredited four-year college or university plus 3 years and 6 months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency;
      -Sr RTS (Program Specialist VI): Graduation from an accredited four-year college or university plus 6 years and 6 months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency;
      -Twelve semester hours of graduate study from an accredited college or university may be substituted for each year of the required qualifying experience;
      -A doctorate degree from an accredited college or university may be substituted for 3 years of the required qualifying experience;
      -One additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required education.

      All levels:
      Experience as a RTS cited above must be in accordance with the career ladder requirements of the agency.
      Related work experience is defined as consultative services/technical assistance to program staff, and general knowledge of disabilities.

      Duties may include up to 70% travel (within the State of Texas) and the ability to lift/carry 10 pounds.
