      Multnomah County Department of County Human Services is pleased to announce an open competitive recruitment for a Data Technician in the Rent Assistance, Youth and Family Services Division. This full-time position is located in Downtown Portland, 209 SW 4 Ave, Portland OR 97204. This position is scheduled as routine telework Monday-Friday 8:00 AM – 5:00 PM with 1 hour lunch.. The hiring for this position is contingent upon Board approval.

      The eligible list created from this recruitment may be used to fill future regular, limited duration, or temporary positions within the Department.

      About the position: As part of the data entry team, this position will assist in the development and implementation of data entry, reporting, data collection, and workflow procedures for the team’s work involving housing, assistance, and rent relief programs. This position will also utilize software and manipulate data to produce routine reports and spreadsheets with the goal of improving or resolving any data quality issues while working within information systems such as ServicePoint.

      Primary responsibilities include:

      A. Data Entry and Data Quality Technical Support and Training

      • Train all end users: internal and external.

      • Review Rent Relief data packets for completeness and accuracy.

      • Organize, track and enter Rent Relief data into ServicePoint.

      • Follow all county policies and procedures to safeguard and handle client’s Personal Identifiable Information (PII) virtually.

      • Follow data quality guidelines and conduct data quality checks as instructed by supervisor.

      • Run and analyze data quality reports for completeness and accuracy of data.

      • Act as a Liaison between Division Management, Program Development, Data Management Team & End Users for the purposes of accurate and timely data entry.

      • Distribute data quality reports to end users, setting deadlines and monitoring progress toward correcting deficiencies in data.

      • Investigate inconsistencies and inaccuracies; consult with team members, plan and carry out resolutions.

      • Troubleshoot data problems with internal staff and external users.

      • Identify training needs based on data quality issues, and train or re-train users, as needed. Incorporate identified issues into curricula for future training.

      • Develop and provide group and one-on-one training sessions.

      • Create and maintain training curricula, data collection tools, and supporting materials.

      • Develop and disseminate communication materials when requested

      • Participate in ongoing data collection improvement.

      • Assist data entry team members as needed.

      B. Technical Assistance and User Support

      • Create and maintain user access rights and privileges; monitor usage of software licenses.

      • Gather and collate confidentiality and necessary User Agreements.

      • Resolve end user support issues and triage unresolved technical issues with internal and external users and escalate them, as needed .

      • Attend service provider meetings as needed to communicate the Division’s data quality needs, field questions and concerns.

      • Develop and disseminate communication materials for end users (newsletter, emails, and web postings).

      • Operate and maintain a user support system. Running and analyzing data quality reports for completeness and accuracy of data

      C. Assist with Reporting and Other Data Needs

      • For funder required reports, assist Data Analysts with data review and clean-up as necessary.

      • Work with agency staff to resolve data entry issues related to reports.

      • Run reports for program staff, managers, and agency end users.

      • Assist with data entry as needed.

      Minimum Qualifications/Transferable Skills*:

      • Equivalent to an Associate's degree with course work in math, computer science, or a related field demonstrating the capacity for the required knowledge and skills (Professional work at or near the level of this position can substitute year for year for the educational requirement)

      • One (1) year of increasingly complex administrative or technical experience that includes work in the maintenance of automated information systems and using a variety of software applications such as databases, spreadsheets, and word processing. (Equivalency 2-3 years of qualifying training and/or experience).

      • Must pass a criminal background check
