      Class Title: Rental Compliance Officer

      Department of Code Enforcement

      Class Definition: Working under the supervision and guidance Director of Code Enforcement, the incumbent performs a variety of routine and complex work in the interpretation and enforcement of adopted codes and related rules and regulations.

      Essential Duties, Knowledge, and Responsibilities: Including the following, other duties may be assigned.

      These duties are not intended to be all inclusive or exclusive, just illustrative of the kind of work to be performed.

      • Patrols and inspects assigned areas for code violations, responds to complaints by investigating and identifying violations; gathering evidence and documentation
      • Meets with owners, tenants, contractors, developers, businesses, and city residents to review and explain code requirements, violations, or potential violations.
      • Prepares correspondence, reports, issue warnings, correction notices, and citations
      • Assists in maintaining a variety of logs and records, both as paper documentation and within the code enforcement software.
      • Coordinates efforts with the police, planning, building and related departments, the prosecuting attorney, and other staff or agencies as needed.
      • Participates in and conducts the development of court cases by collecting evidence, preparing reports, testifying, reviewing cases, and presenting cases.
      • Properly responds to the public and other inquiries including receiving complaints and scheduling inspections orally and in writing.
      • May act as the City’s representative at meetings and promote the City’s interests and objectives
      • Must be able to operate a computer, tablet, phone, office equipment, and tools and equipment traditionally used for detection, inspection and safety in the inspection process.

      Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

      Work is performed mostly in a field setting. Considerable outdoor work is required in the inspection of various land uses and other matters. Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer, tablet, copier and printers. The employee must be able to operate a vehicle in order to attend various sites within the City and may have to travel out of the City to attend meetings or conferences.

      Strength to lift and carry materials and equipment up to 25 pounds, specific vision abilities and hand-eye coordination to read printed materials, and a computer screen; and hearing and speech to communicate in person, and over the telephone. Use arms and hands to finger, handle, feel operate objects, tools, or controls; and reach with hands and arms

      Minimum Qualifications Required: High school diploma or equivalent (GED). Once in this position, the employee will be required to obtain an International Code Property Maintenance Inspector’s certification within forty-five (45) calendar days of the starting date in this position, having no more than two attempts to achieve the certification. Additionally, an employee in this position shall be required to obtain Pennsylvania Department of Labor and Industry Uniform Construction Code and International Code Council certification as Residential Building Inspector and other approved certification within one (1) year of the starting date in the position, having no more than two attempts to achieve the certification. Failure to attain required certifications and licenses in the time specified may result in termination of employment. Two years experience related to inspection, law enforcement, fire protection , building inspection, or a related field, or two years of general office, communications, or records management experience. The equivalent combination of education and experience may be considered by management. Must possess a valid PA State driver’s license and a safe driving record.
