      Prevention and Loss Management Services Branch (PLMS) is dedicated to promoting the integrity of, and maintaining public confidence in, the BC Employment and Assistance Program. PLMS leads program integrity initiatives for the division and ministry including delivering prevention, loss management, service quality, and enforcement programs through a client-centric lens. The branch is responsible for promoting service quality while also mitigating financial loss, detecting and preventing under-reporting and fraud, and investigating serious criminal offences.

      The Program Evaluation Specialist supports evaluation projects and activities that have a direct impact on divisional business objectives. Evaluations incorporate analysis related to technology, business process reviews, and continuous improvement initiatives including collecting qualitative and quantitative data and observations of service delivery programs to evaluate systems and practices and make recommendations to improve program delivery and citizen outcomes.

      Job Requirements:

      • Degree in social sciences, business or public administration and a minimum of one (1) year related experience; OR
      • Diploma in a related field, and four (4) years related combined experience; OR
      • Certificate from a recognized institution, in a related field and five (5) years related combined experience.
      • Other combinations of related training, education and experience may be considered.

      Related experience must include a combination of:

      • Analyzing, reviewing, and evaluating program performance.
      • Experience leading or participating in a variety of working groups, projects and initiatives.

      AND
      Minimum one (1) years’ experience in each of the following:

      • An analytical, service delivery or compliance monitoring environment.
      • Conducting business process reviews and researching program and/or policy issues, and
      • Communicating information to different audiences including preparing reports and findings.

      Preference may be given for one or more of the following:

      • Minimum of one (1) year experience working in ministry programs relating to Employment and Assistance Act, Employment and Assistance for Persons with Disabilities Act, their Regulations and ministry policies.
      • Minimum of one (1) year experience working with the Integrated Case Management (ICM) system.
      • Experience in innovative disciplines and concepts including human-centered design, behavioural insights, agile and scrum methodology, complexity theory, systems thinking, strategic foresight.

      10 Positions available.
      Flexible work options are available; this position may be able to work up to 4 days at home per week subject to an approved telework agreement.
