Idaho National Laboratory's National & Homeland Security Operations Department is hiring a Research Acceleration Program Manager to lead their team! This position will work a 9x80 schedule with every other Friday off! Responsibilities Include: This position is a Program Manager for National & Homeland Security (NHS) Directorate's new Research Acceleration organization. It will report the NHS's Chief Operations Officer (COO) while a new organization is established that is focused on the agile program start-up needs of NHS's Chief Science Officer, Chief Technology Officer, Chief Cybersecurity Scientist, and Chief Researchers within other NHS Divisions who are launching programs for broad impact often with industry/research consortia. The person in this position is expected to lead new proposal efforts and to manage national programs in the start-up phase. It requires exceptional communications skills and experience-based gravitas to speak authoritatively with world-class technical experts while also having the ability to explain technical subject manner to non-technical professionals in an easily understood manner. The role will focus on: - Creating structure, rigor, and agility required for successful projects within the dynamic environment of start-ups created from research and technology accelerators. - Assembling and leading teams across multiple institutions and not just from funding or staff internal to Idaho National Laboratory. For start-up of new programs, technical teams will be assembled in response to both directed sponsor funding and Requests for Proposals (RFPs) and the awarded projects will require leadership of Agile development teams, methods and practices. - For new centers and research initiatives, this role will lead or assist in the generating of Dear Colleague Letters, Requests for Information, or RFPs across consortium and research partners. - Leadership experience with teams focused on cybersecurity, software development, defense systems, or energy systems is required as well as creating and managing culture of inclusion and diversity in multi-disciplinary technical teams. This challenging position requires project and business management skills, to include: - Planning, coordinating, and executing project activities for DOD, DOE, NNSA, DHS, and other sponsors. - Requires a self-starter and effective communicator who excels at proposal strategy and generation, identifying work scope at institutional levels, and then translating that into task definitions for individual staff members of the various start-up program/project teams. - As projects grow to sustainable programs and various forms of consortiums, new staff will be brought in under the program to execute for the long term, and this position will act as startup project manager during key initial phases and define the sustainability/transition plans. - Curation of knowledge and creation of management systems for smooth transfer of project leadership will be required to: A) ensure that all projects in the portfolio are managed properly in terms of cost, schedule, and performance; B) assign and transition project tasks and performance goals; and C) advise on and execute major project decisions on behalf of NHS Executive leadership. Since these projects and consortia have a national footprint, permanent location at INL is not required, but regular travel to both partner and INL locations is required based on program need. Minimum Requirements: - PR0400: Baccalaureate degree plus 8 years of relevant experience, or Master’s degree and 6 years of relevant experience, or PhD and 4 years of relevant experience. - This position requires the ability to obtain and maintain a Department of Energy "Q" & “SCI “clearance, which requires US Citizenship. Preferred Requirements: - Preferred formal educational backgrounds include technical management/communications, cyber security/computer sciences, and national security studies. - Relevant experiences include program/project management for government sponsors, as well as agile development methods such as scrum. - Project Management Professional (PMP) certification is greatly preferred. - Q/SCI Clearance will be required, so US Citizenship is required and a current clearance with US Government is preferred. - Must be able to work under pressure, simultaneously addressing multiple complex tasks to meet commitments while maintaining quality of work and a professional interface.
