- Conducts research and analysis related to program area. Conducts field studies, surveys, and audits as appropriate,
- Prepares reports, and provides assistance to city and outside agencies and committees (i.e. Monitors and provides regular reports on status of key performance indicators, productivity, complaints, and financial impacts).
- Collects, maintain and prepare reports, make inputs and analyzes data in relation to operational inefficiencies and work management system,
- Assists in preparation of the annual Operations budget. (i.e. Assists in data collection and analysis for developing operating budgets for a number of programs),
- Researches, analyzes and documents operating procedures, makes recommendations to improve productivity through the acquisition of new equipment or modifications to existing equipment (including the financial impacts of these operational changes),
- Compiles, analyzes and correlates data, prepares reports and studies for submission to management and/or council on program related matters,
- Assists with administrative support and operational duties for the Division (i.e. Coordinates and maintains a complex record/retrieval system). Maintains record, input, track and upload employee training in ELI and at a central location,
- Maintain detailed records of vehicle servicing and inspection, Coordinate and schedule fleet vehicles maintenances, track mobile equipment movement, vehicle licence and registration expiry dates, assist with employee attendance and tracking of overtime worked,
- Develops and maintains statistical reports and other appropriate records, records contact lists for the Division (i.e. Generates DPO/CRO’s, Maintains records of material movement, certify invoices/VDD for payments, complete purchasing cards transaction logs purchases),
- Provides information and liaises with other organizations and units within the division. Develops, designs and delivers presentations (i.e. Develops and maintains management systems to provide material type and source analysis and trending and prepares reports as required),
- Answers inquiries regarding program area (i.e. responding to e-mails, book meeting rooms, schedule meeting using WebEx, maintain posting boards, distribute mails, order office supplies, follow up with vendors on unpaid invoices, telephone and in-person inquiries from senior staff, the public, agencies and other levels of government utilizing in-depth knowledge of regulations and Divisional and Corporate policies).
- Post-Secondary degree completed in environmental studies or Business Administration related disciplines or equivalent combination of education and experience.
- Experience with municipal waste diversion programs, policies and procedures.
- Experience in conducting research, analysis, interpreting large volumes of data, summarizing findings and creating graphic presentations.
- Experience utilizing a variety of computer software programs including MS Office, MS Project and extensive experience with relational databases such as Maximo etc.
- Experience using corporate payroll systems and reporting software (i.e. KRONOS, SAP, Ariba, SuccessFactors, ELI & eTime).
- Knowledge of Solid Waste Management (transfer stations), Recycling, Diversion and Stewardship Programs, policies and procedures.
- Knowledge of all aspects of the City's purchasing procedures and policies and budget preparation and financial monitoring.
- Thorough understanding of the legislation, regulations and policies governing waste management operations.
- Thorough understanding of Transfer Station processes and maintenance practices
- Experience running reports with COMPUWEIGH is an asset
- Demonstrated leadership and interpersonal skills, and the ability to work effectively as a member of a team. Ability to work independently with limited supervision. Ability to communicate effectively, both orally and in writing.
- Good judgement in public relations and experience in dealing with staff at all levels and the public.
- Experience using ELI; have the ability to coordinate training requirements and maintain database of training records for the Unit.
- Ability to create and maintain operational databases, providing comprehensive analysis of operating parameters.
- Ability to conduct vehicle utilization and driver productivity analysis Ability to create CROs for contract payments.
- Ability to conduct daily reviews of a computer maintenance management program to monitor reports and report on Maximo.
- Participate on internal working committees dealing with the data needs of the operation.
Job Description
Reporting to the, General Supervisor, Facilities and Equipment Maintenance, the Research Analyst 2 will provide research/analysis support and make recommendations as they pertain to the financial and operational requirements of Facilities and Equipment Maintenance Unit, Transfer Station and Landfill Operations and to work with client groups who primary focus is on optimizing maintenance practices.
