- Provides information and liaises with divisional staff, PMMD, and other corporate partners, as required in the preparation of competitive and non-competitive procurement documents for the purchase of goods and/or services such as: Requests for Quotation (RFQs), Requests for Proposal (RFPs), Requests for Tender, Requests for Expression of Interest (REOIs), Invitational Calls (ICDs), Low Value Quotations (LVQs), Roster Work Assignments, Offers to Purchase (OTPs), Non-Competitive Procurements (NCPs), etc
- Assists with administrative support and operational duties including the preparation of Purchase Order Amendments (POAs) and related research and analysis for inflationary adjustments, Option Period renewals, term extensions, funding increase, etc.
- Provides assistance to and liaises with divisional and City staff, including PMMD, and other corporate partners, as required in the preparation of POAs.
- Researches and analyzes various operating procedures including Blanket Contract and Purchase Order spending, usage,. and makes recommendations on modifications to improve productivity.
- Conducts research and analysis on various price indices and performs complex calculations to determine inflationary adjustments applicable to divisional contracts.
- Compiles and analyzes various forms of research, analysis, reports, summaries and recommendations on program related matters.
- Assists with the preparation of documentation such as Briefing Notes, Recommendation Memos, Bid Award Panel reports, Staff Reports, Purchase Requisitions, etc.
- Collects, maintains and analyzes data including Eetractsing information from the City's Financial Information System (SAP) to obtain information and perform various forms of analysis
- Develops and maintains various reports and data in a procurement database used to log and track the status of completed, ongoing and upcoming procurement initiatives and POAs for the division.
- Tracks development of projects and prepares abstracts and summaries using a range of analytical techniques
- Develops and designs presentation materials as and when required.
- Responds to inquiries requiring knowledge of operational area incl. related policies and procedures
- Tracks project process and reviews City, Provincial and Federal purchasing regulations and requirements, e.g. Health and Safety, Fair Wage, Municipal codes 195 and 71, etc. to ensure procedural alignment and compliance.
- Business related Post-secondary degree or a related discipline or the equivalent combination of education and experience.
- Experience in analysis and interpretation of data using variance reports, contract expenditure reports, compliance reports and statistical reporting.
- Experience in working with purchasing or contract administration functions and processes.
- Experience preparing a variety of correspondence such as memos, reports and summaries for senior management.
- Experience with a variety of software packages such as financial modules of SAP, Enterprise Resources Planning (ERP) or equivalent and Microsoft Office Suite, including Word, Excel and PowerPoint.
- Knowledge of purchasing procedures and policies and budget preparation and financial monitoring.
- Strong analytical, problem-solving and mathematical skill to perform calculations, review and interpret reports with a great attention to detail.
- Ability to research, access and summarize quantitative and qualitative information from a variety of sources.
- Ability to plan, prioritize, organize assignments and work with minimal supervision.
- Strong interpersonal, conflict resolution skills and the ability to work effectively as a member of a team.
- Excellent customer service skills and the ability to provide a positive customer experience.
- Ability to communicate effectively, both orally and in writing with all levels of personnel.
- Ability to generate reports using Financial Information System.
- Ability to independently travel to all Solid Waste locations in the City of Toronto.
- Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
- Knowledge of Solid Waste Management, Recycling, Diversion and Stewardship Programs, policies and procedures is an asset.
