      The Department of Early Education and Care (EEC) seeks to hire a Research Analyst who will work under the direction of the EEC Director Research. The Research Analyst will be responsible for supporting the agency’s research priorities and engaging in continuous learning and data-driven decision making that informs EEC’s investments, services, and programs. The Analyst will work closely with the Director of Research and other leaders in the agency to identify research needs and opportunities to support EEC departments in building capacity to engage in continuous learning. The Analyst will also assist with managing external research and evaluation-focused partnerships and projects.


      Key Responsibilities:

      Provide Research Support to Agency Initiatives and Projects

      - As a member of the Research, Policy & Data Analytics division and specifically in partnership with the Data Analytics team, help conceptualize and produce reports and briefs for external stakeholders and public audiences to increase transparency and awareness around EEC programs and investments

      - Make connections to Massachusetts and national research and evaluation projects that are relevant to EEC’s initiatives and priorities

      - Work in collaboration with the Project Management and Strategy team to provide a research and project management lens to important agency initiatives, as needed

      - Support Director of Research in developing and updating an agency research agenda

      Promote Continuous Learning Across Agency Divisions

      - Collaborate with divisions across EEC to plan and implement internal research and evaluation projects within ongoing priorities and programs.

      - Partner with the Data Analytics team to identify available data and how it can be used to support EEC divisions in making informed decisions about policies or programs.

      - Develop strong relationships with EEC divisions to help identify new areas where internal or external research partnerships could be valuable to promote learning across the agency.


      Support and Manage External Research Partnerships

      - Support external research and evaluation partnerships with academic institutions and research organizations by acting as an agency liaison and strategic advisor.

      - Provide project management and research expertise to ensure external and internal research projects are timely, actionable, and relevant to the agency’s research agenda and vision.

      - Help manage the process for establishing and maintaining data sharing agreements and MOUs with external research partners


      Preferred Qualifications:

      The successful candidate will demonstrate most of the following qualifications. Candidates that do not meet all qualifications are still encouraged to apply.

      · Professional experience in research and evaluation and/or experience with early childhood, child care, and out of school time policy
      · Strong writing, editing, communication, and presentation skills
      · Experience assisting with developing and executing research proposals and reporting on findings
      · Ability to synthesize and communicate complex information in relatable and understandable terms
      · A self-starter with excellent planning, project management, and organizational skills
      · Comfortable with working in a fast-paced environment with evolving priorities and needs
      · Ability to manage and sustain relationships with internal and external stakeholders
      · Experience working with a range of diverse stakeholders and tailoring approaches and communication to successfully meet project goals and timelines


      This position may require travel within and outside the Commonwealth.

      Minimum Entrance Requirements:

      Applicants must have a Bachelor’s degree and at least four years of full-time, or equivalent part-time, professional educational experience in a specific or related content area, educational program/or service;

      a Master’s degree or higher in a specific or related educational content area may be substituted for two years of the required experience -- 30 semester hours equals one year of experience for substitution purposes.

      Education toward a degree in a specific or related educational content area will be prorated on the basis of the proportion of the requirements actually completed.

      Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License or the equivalent from another state may be required.
