      The Department of Telecommunications and Cable ("DTC") regulates the telecommunications and cable industries in accordance with statutory obligations imposed by the Commonwealth of Massachusetts and the federal government. The DTC also is charged with facilitating increased access to broadband service in Massachusetts.       About the Role:

      The Competition Division is responsible for revising existing policies and develop new policies in response to new technologies and market conditions; collect and compile data on the status of competition in the telecommunications and cable industries in Massachusetts; develop and implement policies that promote competition and service in areas of the state where it lags; develop and enforce policies to promote wholesale and retail competition; and implement competition-related rule changes consistent with state and federal law.

      The primary role of the Research Analyst II is to monitor the development of the industry to ensure effective and fair competition. The incumbent will provide technical expertise to the Competition Division Director on policy making matters in front of the Department. This employee conducts research including identifying data, data input, and statistical analysis of results, and creates and maintains data and reports.

      Duties and Responsibilities: (these duties are a general summary and not all inclusive):

      • Track and analyze trends in the telecommunications, cable, and broadband markets.
      • Collect data to assist in maintaining information on industry infrastructure and services in Massachusetts.
      • Conduct research and provide analysis of evidence submitted in Department proceedings. Prepare written information requests and conduct oral examination of expert technical witnesses in proceedings before the Department.
      • Assist in the analysis of evidence submitted in Federal Communications Commission proceedings. Prepare detailed arguments for positions related to proceedings expressing the Department’s position in proceedings before the FCC.
      • Provide analysis supportive of public policy including legislation, rulemaking, etc.
      • Conduct research and provide analysis on issues related to market conditions including competition, digital equity, service quality, and state and national regulatory policies.
      • Monitor and review industry compliance filings with the Department to ensure they are in accordance with Massachusetts law and Department regulations.
      • Develop data visualization projects, reports, and maps to uncover insights and display information.

      Preferred Knowledge, Skills, and Abilities:

      • Knowledge of the terminology and standard abbreviations used in statistics; the methods of technical report writing; of the theory and practice of research design; and the methods and techniques of statistics as applied to economics.
      • Ability to analyze and determine the applicability of economic data, to draw conclusions and make appropriate recommendations.
      • Ability to apply mathematical formulae to solve economic problems.
      • Ability to incorporate spatial analysis and presentations into reports and other deliverables as assigned.
      • Ability to perform statistical calculations using formulae to solve economic problems.
      • Ability to understand and apply the policies, procedures, specifications, standards, guidelines, laws, rules and regulations governing assigned unit activities.
      • Ability to gather information by examining records and documents.
      • Ability to prepare technical reports.
      • Ability to assemble items of information in accordance with established procedures.
      • Ability to establish and maintain harmonious working relationships with others.
      • Ability to read and interpret such documents as economic research studies.
      • Ability to write clearly and concisely.
      • Ability to solve problems and devise techniques and procedures for accomplishing economic research studies where few precedents or guidelines are available.
      • Ability to give written and oral instructions in a precise and understandable manner.
      • Ability to determine the proper format and procedure for assembling items of information.
      • Ability to coordinate the efforts of others in accomplishing assigned work objectives and to lead a group of workers.
      • Knowledge of the Telecommunications and Cable industries.
      • Experience working in a state/local government setting.
      • Strong research, writing and analytical skills are required.
      • Proficient in Microsoft Office applications.
      • Experience with any of the following: GIS Mapping (ArcGIS, QGIS, MapInfo), Stata, R, or Python.
      • Problem solving skills, self-motivation, and the ability to work independently.

      SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL APPLY TO (OR WILL BE UTILIZED FOR) PLACEMENT WITHIN THE SALARY RANGE.

      MINIMUM ENTRANCE REQUIREMENTS:

      Applicants must have (A) at least three (3) years of full-time, or equivalent part-time, administrative, professional or technical experience in work involving research, data analysis, compliance, records management or program administration, or (B) an equivalent combination of the required experience and the substitution below.

      Incumbents may be required to have a current and valid motor vehicle driver's license at a class level specific to assignment.

      Substitutions:

      I. A Bachelor's degree in a related field may be substituted for a maximum of two (2) years of the required experience.

      II. A Master's degree or higher in a related field may be substituted for the required experience.
