      RESEARCH, POLICY, AND QUALITY ASSURANCE ADMINISTRATOR

      This position is scheduled to receive salary range increases on the following dates:
      Effective June 28, 2024 – 4.25% increase
      Effective June 27, 2025 – 4.00% increase

      RECRUITMENT / POSITION INFORMATION
      This recruitment is being held to establish an Open Eligible List to fill a current vacancy within the Social Services Agency. The eligible list established may also be used by other County of Orange departments/agencies to fill other vacancies in this classification/specialty. This recruitment may also be used to fill positions in similar and/or lower classifications.

      SOCIAL SERVICES AGENCY
      Administering a number of human services programs, the County of Orange Social Services Agency (SSA) is composed of four business divisions and over 4,400 dedicated employees, providing human services to an average of one in four Orange County residents. SSA operates under the policy direction of the Orange County Board of Supervisors and the California Health and Human Services Agency. SSA is responsible for planning, implementing and operating many of the social services programs provided by the County of Orange.


      Funding for programs comes primarily from Federal, State and County sources. SSA's budget is approximately $1 billion, with fiduciary responsibility for an additional $4 billion in services provided as a result of programs it administers.

      SSA is composed of the following four divisions: Assistance Programs; Children and Family Services; Family Self-Sufficiency & Adult Services; and Administrative Services.       THE OPPORTUNITY
      The responsibilities of the Research, Policy, and Quality Assurance Administrator position will include but are not limited to the following:
      • Lead a high performing and forward-focused team of Sr. Research Analysts and Research Analyst IV’s
      • Design and conduct social services research projects and program evaluations, as well as quality improvement efforts
      • Manage large quantities of data and multi-level outcomes across diverse programs with attention to detail regarding data accuracy, quality and integrity
      • Analyze, interpret and report program/participant data for various audiences
      • Establish and maintain processes to ensure data integrity
      • Provide technical guidance to support staff in assembling statistical analysis and reporting
      • Take charge of projects and/or committees with a high degree of self motivation
      • Coach and inspire peers and subordinates to be results oriented and manage day to day issues in support of maintaining a productive, creative, flexible, and innovative work environment
      • Hold self and staff accountable for high-quality, timely work and professionalism
      • Set work priorities, delegate work, and evaluate the work performance of staff
      WORK SCHEDULE
      A 9/80 flex schedule is available but may be subject to change to meet the needs of the department.

      DESIRABLE QUALIFICATIONS
      In addition to meeting the minimum qualifications, the ideal candidate will have a Master’s or Doctorate degree in statistics or behavioral sciences, such as Sociology, Psychology or other social sciences OR four (4) years of experience in administration field performing advanced research analytic practices in a social services or government type of setting AND a Bachelor’s degree in Statistics or behavioral sciences, such as Sociology, Psychology, Social Work, or a related field. Experience in advanced research analytic practices must include understanding and reviewing research information, hands-on experience with complex statistical analysis, research design, and methods of organizing information into reports, tables, charts, and graphs.

      In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:

      Technical Knowledge/Expertise of:
      • Background in and knowledge of Social Services Programs or governmental programs, such as CalWORKs, CalFresh, Medi-Cal, In-Home Supportive Services, and Child Welfare Services
      • Proficient in Microsoft Word, Excel PowerPoint, Power BI, and ArcGIS
      • Utilizing SPSS, SAS, or other statistical software to perform complex statistical analysis
      • Applying arithmetic computations and mathematical formulas while working with field data
      • Designing and conducting social services research and program evaluations, as well as quality improvement efforts
      • Managing large quantities of data and multi-level outcomes across diverse programs with attention to detail regarding data accuracy, quality and integrity
      • Analyzing, interpreting and reporting program/participant data for various audiences
      Problem Solving Skills | Critical Thinking
      • Detects, evaluates and identifies program issues, and generating alternative solutions to make recommendations that meet business needs
      • Integrates information from diverse sources to support sound decision-making
      • Balances a large number of projects and consistently delivering timely and accurate results while addressing changing priorities
      • Selects appropriate performance measures and outcomes to track and measure results using independent judgment.
      Communication Skills
      • Demonstrates professionalism, tact and diplomacy while representing the Agency in meetings, through written correspondence and other official roles
      • Produces written information in a clear, concise, organized, and convincing manner for the intended audience using correct grammar, punctuation, and spelling
      • Expresses information effectively, making clear and convincing oral presentations, listening to others by being attentive to nonverbal cues, and responding appropriately
      • Builds and maintains productive working relationships with various levels of management, peers, and staff
      • Disseminates information in a logical manner using tact and discretion to explain research methodologies to various types of audiences
      • Translates complex or nuanced analysis into clear and actionable findings in a timely manner
      Leadership/Supervision Skills
      • Confidently takes responsibility for making decisions in a fair and consistent manner that fosters a supportive working environment for maintaining the integrity of Agency operational and delivering responsive and quality services

      • Works independently with minimal supervision with the ability to bring together individuals from diverse backgrounds to achieve a common goal

      SPECIAL QUALIFICATIONS
      Candidates will be required to undergo a background clearance check and must successfully clear prior to the start of their employment. Areas considered in the background check include conviction history, employment history, professional references and education verification (i.e. degree, license, or official transcripts) if applicable. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.) In addition, a Child Abuse Central Index (CACI) background clearance check may be required. CACI is a repository of child abuse investigation reports managed by the Department of Justice (DOJ) that contains information related to substantiated cases of physical abuse, sexual abuse, mental/emotional abuse, and/or severe neglect of a child.

      In addition, selected candidate will be required to undergo a background clearance check from California Department of Social Services (CDSS) and Community Care Licensing (CCL) and must successfully clear prior to the start of their employment.

      RECRUITMENT PROCESS
      Human Resource Services (HRS) screens all applications to identify the qualified candidates for the position based on the skills required to meet the needs of the County. After the initial screening, the qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.
