- **Represents the UH Research Security Program (RSP), while directly interfacing with UH research and education projects and collaborations in support and compliance of existing and new Research Security processes and procedures for the UH System which include the areas of export controls, foreign influence, international collaborations and international travel, and cyber and information security.
- **Supports the execution of a comprehensive research security program with a primary focus on Research Security and Export Controls to meet the National Security Presidential Memo-33 (NSPM-33) and National Industrial Security Program requirements. The Research Security Analyst will support the RSP in other areas of the program (i.e., conflict of interest (COI) and commitment and disclosure to federal sponsor agencies).
- **Provides day-to-day project admin support to ensure Research Security compliance in meetings, discussions, presentations, documentation, recordkeeping and other aspects of projects & activities that involve export-controlled equipment and/or technical information.
- **Performs review of technical documents and other relevant agreements (e.g., proposal, awards, non-disclosure/confidentiality agreements, project scopes of work, etc.) to determine research security applicability and compliance.
- **Works with researchers to perform export controls classifications and license determinations for projects and shipments.
- **Reviews international travel and visitor requests which include compliance with U.S. sanctions, technology export controls, foreign influence, and security risks. Advises travelers.
- **Reviews international shipments for faculty, staff, and students, as requested.
- **Assists with the drafting and monitoring of Technology Control Plans and Program Management Plans.
- **Works with UH and RCUH researchers and staff to gather sufficient information to conduct export controls classification/license determinations of hardware, software, technical data, and technology transfers.
- **Performs system campus assessments to determine effectiveness of implemented Research Security procedures.
- **Responsible for the preparation, review, submission, and tracking of export controls license applications submitted on behalf of UH to the Department of State, the Department of Commerce, and other agencies, as required.
- **Stays abreast of industry standards on issues relating to Research Security issues and serves as a technical resource and subject matter expert for the RSP and senior UH leadership.
- **Designs and conducts Research Security training and outreach initiatives for UH and RCUH staff, investigators, administrators, and others, on Research Security laws, rules, regulations, and policies including foreign influence and foreign travel.
- **Ensures compliance with UH policies and procedures relating to Research Security compliance.
- **Assists the UH Facility Security Officer in appropriate administrative matters associated with the duties and responsibilities of the UH Office of Industrial Security Services.
- **Ensures compliance with the U.S. Industrial Security Regulations and the National Industrial Security Program and provides recommendations for continuous necessary and/or appropriate improvements to the RSP.
- Collaborates and communicates with various UH departments, including but not limited to, the Office of the General Counsel, the Office of Risk Management, the Office of the VP for Information Technology & Chief Information Officer, the Office of Technology Transfer and Economic Development, as well as RCUH.
- Understands and interprets applicable state and federal laws, rules, regulations, and policies (with an emphasis on ITAR, EAR, OFAC, and other federal laws and regulations) relating to Export Control matters in contracts for sponsored research projects.
- Assists with the development and maintenance of the Research Security website, newsletters, and training materials with a primary focus on Research Security subject matter content.
- Assists with the drafting and negotiation of agreements, with a primary focus of identifying and addressing Research Security issues of concern.
- Establishes and maintains productive relationships with UH leadership, external funding agencies, and the UH research community.
- **Conducts internal Research Security incident investigations and drafts voluntary self-disclosures, as necessary; identifies and measures appropriate corrective actions and develops internal processes and controls to avoid future violations.
- Provides support for the COI and other research compliance committees.
- Assists in the oversight of student interns.

- Possession of a baccalaureate degree in business administration, natural or social sciences or related field and 3 years of progressively responsible professional experience with responsibilities for federal compliance regulations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of principles, practices, and techniques in the area of Export Compliance, including but not limited to ITAR, EAR and OFAC regulations, as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Research Security compliance in the university setting.

- Demonstrated ability to maintain confidentiality related to sensitive information and to perform and document detailed reviews of complex situations.
- Excellent presentation (public speaking) and written communication skills.
- Proficient in Microsoft Office suite products and programs.
- Knowledge of Research Security regulations, with regard to how they impact research intensive universities.
- Knowledge of Federal Government Security Regulations for classified research.
- Must have a valid Driver's License.
- Must be able to travel for training.
- Must be a U.S. Citizen.
- Must be able to obtain and maintain a Personnel Security Clearance.
- Experience drafting and reviewing contracts, licenses, or other legal documents.
- Experience in legal issues facing institutions of higher education, particularly with respect to Research Security compliance, including contract and research administration, intellectual property, copyrights, and information disclosure.
- Demonstrate ability to resolve complex Research Security problems, applying skills of critical thinking and advanced reasoning to identify underlying principles and issues and to develop creative approaches to solving problems.
- Ability to interpret government regulations and analyze technical specifications of a product or technology.
- Technical knowledge of science & engineering sufficient to review government & industry solicitations for research and development projects, as well as research proposals, contracts, and other research-related documents, in order to identify potential Research Security issues.
- Working knowledge of the EAR, ITAR, OFAC, NISP, and CMMC Program.
- Working understanding of information technology security and governance.
- Demonstrate strong written and verbal communication skills.
