- Conducts routine field inspections of residential structures; inspects functional elements of new and existing structures for conformance to codes, regulations, plans, specifications, and standards related to area of certification (Building, Electrical, Plumbing, Mechanical), and other items; ensures compliance with applicable codes, regulations, and construction standards; and reviews approved building plans and compares to actual construction to ensure compliance.
- Schedules and performs inspections based on the issuance of building and trade permits and licenses and depending upon the stages of the dwelling/structure. Performs foundation/slab inspection, which includes verification that the building location on the site meets the zoning ordinance requirements; ensures foundation slab complies with building codes; and that the plumbing follows the Plumbing Code. Performs a rough inspection, which includes ensuring that the building structure, electrical, plumbing, heating, and air conditioning, and wall insulation are all in compliance with proper codes and ordinances.
- Performs a final inspection, which includes verifying that all mechanical installations have been completed and ready for safe usage and in compliance with applicable codes; insulation is complete and complies with codes; and that grading provides correct drainage which must be away from the dwelling, and that all landscaping complies with County codes.
- Identifies code violations and needed corrective action communicates with contractors, and/or property owners regarding inspection findings; identifies compliance issues and needed corrections or modification; re-inspects after completion of required corrections/modifications; issues stop work orders or citations for violations as needed; and prepares and presents evidence in court as needed. Issues correction notices if compliance with codes, ordinances and regulations is not met. Issues warning notices and/or stop work orders when builders are not in compliance with codes, ordinances and regulations. Authorizes a certificate of occupancy if compliance with all three stages is met. Receives and reviews records of permits and licenses issued and those that have expired. Approves construction activities and final products which meet all building code requirements and maintains inspection records and related paperwork in department files.
- Consults with property owners, contractors, developers, and the general public regarding codes, inspection procedures, and other issues pertaining to code compliance programs and services; responds to questions, complaints, and/or requests for information; and explains and interprets applicable policies and procedures, ordinances, and code.
- Performs a variety of administrative duties in support of inspection work; makes and returns phone calls; prioritizes and schedules assigned inspections; completes daily log sheet; prepares inspection files, certification files, building permits, letters, etc.; enters information collected into database; and maintains all related records and files.
- Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends seminars, workshops, and training sessions as appropriate.
- Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
- Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
- Communicates with supervisor, other County employees, contractors, property owners, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
- Performs other related duties as assigned.
- Knowledge of local government operations, Building/Plan Review related programs, policies and plans, and modern office practices and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
- Skill in the use of computers and software applications related to the essential functions of the job.
- Skill in effective communication, both verbally and in writing.
- Ability to meet and deal with employees and the public in an effective and courteous manner.

The purpose of this position is to review and inspect residential construction, repairs, and alterations to ensure conformity to local, state, and federal codes and regulations. Incumbents have inspection certification in at least one area of expertise (Building, Electrical, Plumbing, or Mechanical) and conduct routine inspections of the same, but work toward obtaining certification and expertise in all in areas.
Education and Experience:
Requires a High School diploma or equivalent and two (2) years of related experience in construction, journeyman level building trade, or building inspections, or equivalent combination of education and experience.
Licenses or Certifications:
Must successfully obtain (1) ICC Residential Inspector Certifications either in (Building, HVAC, Plumbing, Residential Electrical) prior to completion of 90-day probationary period. Must possess and maintain a valid Georgia driver’s license.

PHYSICAL DEMANDS
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.
WORK ENVIRONMENT
Work is performed both indoors and outdoors in varying weather conditions and may require standing for extended periods of time. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, or rude/irate customers. The noise level in the work environment may be at times moderate to loud.
